Also, I feel the residents have been given short shrift in the investigation process -ie, <br /> 1. city staff not looking at the proposal and siting from the residence side as well as the <br /> business side (I note that he did not talk with residents near the St. Paul facility he <br /> visited, either); <br /> 2. not considering the seriousness of the economic impact on our properties. <br /> Mr. Lloyd's response to a Commissioner's question on why staff didn't build in a "trigger" <br /> number of complaints from residents that would shut the kennel down shows unbelievable <br /> disrespect for the residents. <br /> He said the reason was that staff (plural) felt that the residents might abuse it and <br /> complain about nothing just to shut the kennel down! This represents an appalling lack of <br /> good faith in the residents, and, frankly, a de facto negation of the whole intent of citizen <br /> input. Although this stated staff belief certainly explains a lot of the problems this <br /> neighborhood has suffered over the years, I find it a shocking statement! <br /> ECONOMIC HARM: <br /> I was too rattled to mention it, but there has been demonstrable economic harm to our <br /> property values due to non- enforcement of codes. One year, three Rose Place residence owners <br /> appealed our assessments to Ramsey County. The basis for the appeal was the mess behind us <br /> due to non enforcement of codes in the factory /warehouse property. Two were granted lower <br /> taxes; the third, who had made notable improvements on his home since the previous <br /> assessment, did not have his taxes lowered (or raised -the improvements cancelled out the <br /> probable devaluation). <br /> Therefore, an outside entity has validated our concerns re value decline when codes <br /> supposedly protecting residential properties on a light industry interface are not enforced. <br /> In addition, resident Eric Sorenson has had his house on the market since June. It would be <br /> easy to attribute this to the sluggish market. However, the comment cards from prospective <br /> buyers consistently list the unscreened view of the warehouse as the reason they don't make <br /> an offer. <br /> Per my comments in the Planning Commission meeting, despite complaints from the neighborhood <br /> for over 20 years about the evergreen screening on the south border of industry property <br /> declining, the first young replacement trees were planted behind my house in autumn 2009. <br /> More have been planted since, but were at least 5 -10 years away from real screening.
