Adopt a Floodplain Ordinance as required by Federal Emergency Manage- <br /> ment Agency (FEMA) for continued Eligibility in the National Flood Insur- <br /> ance Program (PROJ00 -22) <br /> A map entitled, "FEMA Floodplain Designations," was provided as a bench <br /> handout. <br /> City Planner Thomas Paschke provided a brief summary of this item as detailed in <br /> the RCA dated May 17, 2010. <br /> Councilmember Roe noted the italicized language of the ordinance, lines 74 -81 <br /> and questioned whether this reference language related to future annexation <br /> should be included in final language, as it was actually referenced later in the <br /> body of the ordinance in Section I entitled, "Annexations:...," lines 222 228. <br /> Mr. Paschke advised that the language could be removed if so directed by the City <br /> Council. <br /> Councilmember Roe further noted that the ordinance, line 304, referenced "Con- <br /> ditional Use Permits," with the current process now referred to as "Conditional <br /> Uses," eliminating the word, "Permits;" and questioned whether the language <br /> should be revised accordingly for consistency. <br /> Mr. Paschke expressed flexibility in removing the word, "permit" now or with fu- <br /> ture revisions most likely necessary as the entire city zoning code is rewritten. <br /> Councilmember Roe noted that lines 526 529 talked about utilities being ele- <br /> vated above flood protection, and questioned if, as a municipality, the City had <br /> done so. <br /> Mr. Paschke advised that he would verify with the City's Engineering staff as to <br /> whether there were any public or municipal utilities lying within those areas. <br /> Councilmember Ihlan questioned the FEMA map, and whether language of the <br /> ordinance creating new districts was consistent with the boundaries designated by <br /> FEMA on the map. <br /> Mr. Paschke offered to further review that issue, whether designated as a flood <br /> "way" or "fringe" (i.e., A.E. or A.A.) the specifics of FEMA's terminology. <br /> Councilmember Ihlan questioned how this floodplain map would change the <br /> City's zoning map. <br />
