Regular City Council Meeting <br /> Monday, December 06, 2010 <br /> Page 17 <br /> Councilmember Pust asked for the impacts for all employees. <br /> City Manager Malinen advised that it would impact some who are represented <br /> under union contract, as well as some not represented; however, he noted that <br /> those under union contract would be eligible for a step increase based on the con- <br /> tract, but those not represented would not receive step increases, creating addi- <br /> tional disparity. <br /> Councilmember Pust noted this could result in more representation as a result. <br /> City Manager Malinen concurred. <br /> The Mayor ruled the motion failed for lack of a second. <br /> Klausing moved, Roe seconded, adoption of Resolution No. 10864 entitled, "Res <br /> olution Submitting the Final Property Tax Levy on Real Estate to the Ramsey <br /> County Auditor for the Fiscal Year of 2011 (Attachment A);" amended for a total <br /> amount of $14,703,044 and a Programs and Services amount of $13,213.044." <br /> At the request of Councilmember Roe, Mr. Miller advised that there would be <br /> some reduction in the "Programs and Services" portion of the General Fund tax <br /> levy, with some of the reductions occurring in the Park Maintenance Fund, not a <br /> tax- supported budget. <br /> At the request of Councilmember Pust, Mr. Miller advised that this reduced the <br /> levy increase for 2011 to approximately 2.9 saving the average taxpayer ap- <br /> proximately $0.40 monthly, or $5 annually. <br /> Roll Call <br /> Ayes: Johnson; Pust; Roe; and Klausing. <br /> Nays: Ihlan. <br /> Motion carried. <br /> Klausing moved, Johnson seconded, adoption of Resolution No. 10865 entitled, <br /> "Resolution Directing the County Auditor to Adjust the Approved Tax Levy for <br /> 2011 Bonded Debt (Attachment B);" in the amount of $487,420.95." <br /> Roll Call <br /> Ayes: Ihlan; Johnson; Pust; Roe; and Klausing. <br /> Nays: None. <br /> Klausing moved, Johnson seconded, adoption of Resolution No. 10866 entitled, <br /> "Resolution Adopting the Final 2011 Annual Budget for the City of Roseville <br /> (Attachment C);" in the amount of $39,236,435, with $18,931,869 designated for <br /> the property tax supported programs. <br />
