Regular City Council Meeting <br /> Monday, December 06, 2010 <br /> Page 22 <br /> A zoning map, providing more clarity that that included in the meeting packet was <br /> distributed as a bench handout, attached hereto and made a part hereof. <br /> Mayor Klausing noted that the zoning map did not connect the Twin Lakes Park- <br /> way, now an official road, and Mr. Trudgeon duly noted the need to correct that. <br /> Introduction Chapter 1001 <br /> Staff reviewed development of this newly created chapter, in conjunction with the <br /> City Attorney, to better clarify the zoning ordinance, with the current code absent <br /> this section. Staff advised that it was the intent of this chapter to make the code <br /> more understandable and consolidate general provisions, rules and re- <br /> vised /enhances definitions; and address additional areas of the code's intent and <br /> purpose and relationship to the Comprehensive Plan; jurisdiction and application <br /> and authority. Staff noted that sidebars would be provided throughout the code for <br /> further clarification or items of special note. <br /> Mr. Trudgeon noted that this had been the most challenging portion of the zoning <br /> code rewrite; and reminded Councilmembers and the public that the document <br /> was dynamic, and changes were anticipated; and welcomed additional suggestions <br /> for definitions or to make the document more user friendly. <br /> Discussion among staff and Councilmembers including models used by staff in <br /> their initial template definitions through review of 25 -30 different codes and their <br /> various aspects, including those of neighboring communities, as an initial base for <br /> introductions; with the City of Madison using a form -based code that incorporated <br /> many of the initial definitions, and providing the most extensive list; but pared <br /> down by staff to be consistent and essential to the needs of Roseville. <br /> Further discussion included appreciation of inclusion of those items not listed, but <br /> needing further research or study to determine whether they were an appropriate <br /> use or not, with that process initiated by citizens, the City Council or the Planning <br /> Commission; and providing general statements, rather than a litany of inappro- <br /> priate or inappropriate uses in a specific category; and the appeal process for ad- <br /> ministrative rulings to the City Council. <br /> Administration and Enforcement Chapter 1002 <br /> Staff noted that this chapter was developed in cooperation with staff and the City <br /> Attorney's office, and reviewed specific additions and/or inclusions to address the <br /> validity of the zoning ordinance; detailing enforcement of all provisions, defining <br /> non conforming use; addressing official map and/or chapter amendments; and <br /> specifically identifying the roles of the Community Development Department; <br /> Design Review Committee; Administrative Deviation Committee; Master Sign <br /> Plan Committee; Variance Board; Planning Commission; City Council; and <br /> Board of Adjustments and Appeals. <br />
