For over four years he was the forum manager for the St. Paul Issues Forum, a project of <br />E- Democracy.Org. Most recently, he was hired by the Local e- Democracy National Project in the UK to <br />launch and support two pilot Issues Forums in Newham and Brighton Hove. He is also an active <br />member of the online working group of the Deliberative Democracy Consortium, based in Washington, <br />DC. Tim can be reached at 651- 246 -5045 or tim @e- democracy.org <br />Project Tasks, Schedule, and Budget <br />The following project tasks (at minimum) will be provided from June 2006 through May 2007 for <br />$6,000. There are no ongoing costs to the city to support the Roseville Issues Forum; minimal annual <br />costs for technical support from E- Democracy.Org will be provided by independent fundraising efforts <br />by RIF. <br />June -July 2006 <br />1. Meet with Council to answer questions, clarify expectations, and provide information about how to <br />effectively participate in the Roseville Issues Forum (RIF) <br />2. Set up E- Democracy site to host RIF <br />3. Use the Visioning project to recruit 100 -150 initial participants through the brainstorming sessions <br />and subcommittee process. These should include active community members who are interested in <br />local issues as well as local elected and appointed officials; members of service, civic, and volunteer <br />organizations; local media; active community, youth, senior, and business leaders; and so on. <br />4. Identify 6 -8 people to form the RIF Steering Committee to provide interim governance and oversight <br />5. Facilitate initial RIF Steering Committee training and strategic planning workshop: <br />Define mission <br />Set first year and long -term goals <br />Discuss becoming a formal chapter of E- Democracy.Org <br />Set first -year timeline <br />Establish local rules to govern RIF operations (see sample below) <br />Training on recruitment, facilitation, and participation <br />6. Launch RIF with press release, press coverage, and suitable hoopla! <br />7. Serve as Forum Manager to facilitate and manage RIF <br />ulv- December 2006 <br />8.
