Roseville Human Rights Commission <br /> DRAFT Minutes December 14, 2010 <br /> Page 7 of 8 <br /> 269 Chair Singleton explained his idea of using charitable gambling as an ongoing resource to fund <br /> 270 projects. The HRC does not quality for non profit status so he suggested that the HRC could <br /> 271 partner with an existing non profit and work out an agreement by which the HRC gets a portion <br /> 272 of the profits. <br /> 273 <br /> 274 Commissioner Kennedy said the City has a Community Fund for Charitable Gambling, and the <br /> 275 HRC should consider them for specific projects. <br /> 276 <br /> 277 Chair Singleton said he is looking for ongoing source of funding rather than relying on grants. <br /> 278 <br /> 279 Curti said such a proposal would have to go to the City Council before moving forward with a <br /> 280 plan. <br /> 281 <br /> 282 Commissioner Grefenberg said he thought this was a 10 -year plan. He asked since there was a <br /> 283 current group that deals with charitable gambling, should the HRC compete with that. He <br /> 284 reiterated Curti's comment that we need to gauge the City Council's opinion before doing work <br /> 285 on this. <br /> 286 <br /> 287 Commissioner Grefenberg said the commission should focus on doing things and then seeing <br /> 288 wither we need financial support. The HRC did not spend 70% of its 2010 budget so why is it <br /> 289 looking for increased funds. He said he thought that we were not ready for this step. <br /> 290 <br /> 291 Commissioner Kennedy said she appreciated the creativity of so many ideas and she is hearing <br /> 292 the vision that we need to have sustainable funding. <br /> 293 <br /> 294 Chair Singleton said this is just one idea. He did not believe it would compete with the Roseville <br /> 295 Charitable Fund. <br /> 296 <br /> 297 Curti explained that the Roseville Charitable Fund receives a percent of the charitable gambling <br /> 298 profits within the City of Roseville. The Fund is distributed on a quarterly basis to organizations <br /> 299 within the city that are doing charitable services for the community. <br /> 300 <br /> 301 Commissioner Grefenberg suggested that every commissioner to submit ideas so every <br /> 302 commissioner as a say in developing a strategic plan. Commissioner Grefenberg asked staff to <br /> 303 bring copies of the strategic plan to the January meeting. <br /> 304 <br /> 305 The agenda item was continued to the next meeting. <br /> 306 <br /> 307 4f.
