Commissioners also noted that the City Council could act on a <br /> 182 domestic partner registry but the Council does not have any say about gay marriage. <br /> 183 <br /> 184 Commissioner Grefenberg said he would check with Outfront Minnesota, the group that is <br /> 185 supporting the domestic partnership ordinances, to see if such ordinances are providing benefits. <br /> 186 <br /> 187 The topic was continued to the next meeting. <br /> 188 <br /> 189 4c. Review Proposed 2011 meeting schedule <br /> 190 <br /> 191 Curti reviewed the calendar for 2011, noting the February, July and November meetings are <br /> 192 exceptions to the second Tuesday of the month. She urged all commissioners to put the February <br /> 193 meeting on their calendars now because it is important to show support to the essay contest <br /> 194 winners. <br /> 195 <br /> 196 Commissioners asked Curti to check the availability of the Council Chambers for November 15. <br /> 197 <br /> 198 4d. Chairman's Initiatives for 2011 <br /> 203 <br /> 204 Chair Singleton distributed his end of the year report and strategic plan for 2011. He highlighted <br /> 205 accomplishments, including dialogue with the Karen community, regional Human Rights <br /> 206 Conference, board training, Bremer Foundation grant, participation in Rose Parade, Community <br /> 207 Dialogue, youth commissioners and essay contest. <br /> 208 <br /> 209 Chair Singleton explained his strategic plan. He proposed the HRC begin investigating <br /> 210 complaints that take place within the City. He explained that at one time the City investigated <br /> 211 complaints but because of changes in state statute Roseville discontinued that. Then state statute <br /> 212 was changed again and cities can conduct investigations and mediations. Currently Bloomington <br /> 213 and Winona do their own mediations. The city would have to change the code to allow the HRC <br /> 214 to conduct investigations. <br /> 215 <br /> 216 He noted that the city has not received any information from the State Department of Human <br /> 217 Rights (DHR) about what complaints have taken place here, and if the commission does not <br /> 218 know what types of complaints there are we are ineffective to respond. <br /> 219 <br /> 220 Chair Singleton has asked DHR to provide data for the past three years on the type of <br /> 221 complaints. He noted that there are a lot of unanswered questions including logistics, funding, <br /> 222 training, and pros and cons of handling cases within the HRC. <br /> 223 <br />
