<br />-2- <br /> <br />construction of this sewer at ,Josephine Road that lands in the arca which arc not <br />no\~ platted or devcloped, but later can be served hy this sc\~er, will receivc benefit <br />from the improvenent. <br /> <br />The other area of the proposed improvement, widell centered around County Road D at <br />l~ilder Avenue, Cleveland Avenue, and Raymond Avenue, also required a sewage lift station <br />in order to bring sewage produced in the area to the ~ravity sewers of the Villarc <br />leading into St. Paul. This lift station is proposed at about eiVht or nine hundred <br />feet south of County Road D on the west side of Cleveland. This sewap:e lift station <br />will pump the sewage uphill and over to the area just west of the intersection of <br />Lydia and Prior Avenues which are not nO\I' constructed where it will drain into a larpe <br />existing sewer of 27 inch diameter at the intersection of Prior and Arthur. Mr. Short <br />indicated that the estimated cost of the improvement would be approximately $160,000.00. <br />lIe stated that the construction of this improvement is feasible and recommended that it <br />be undertaken. <br /> <br />Mr. Turnlund, the Village Clerk, presented a short resume of the financing of the <br />improvement. In substance he stated that as had ~1r. Short indicated the total <br />estimated cost of the project for both the Josephine and Cleveland-Wilder areas was <br />$160,000.00. The assessments proposed to be levied for the construction of the SC\l'er <br />were the same as those levied in the third sanitary sewer improvement in the Village, <br />which was concluded in October, 1961. It was estimated that $70,000.00 would be <br />raised from assessments and that $90,000.00 would be placed on general taxes to defray <br />the cost of the improvement. This would result in a front foot assessment of $6.50 <br />per front foot plus a $50.00 connection charge, and an acreage assessment of $450.00 <br />per acre. If, as had been the practice in the prior sewer in~rovements, the financing <br />was spread over a twenty year period the fo11O\I'ln[' effect would occur on general taxes. <br />During the first year after the project was assessed; I.e., if the sewer was completed <br />in 1963, the assessment hearing was held in the fall of 1963, the assessment and <br />additional taxes would appear on the tax rolls in 1964. In the first year the general <br />tax levy would cause a .45 mi 11 increase in general taxes. In the 20th year the mi llage <br />rate would represent .16 mills, making an average millage during the 20 year period of <br />.26 mills. <br /> <br />The Mayor then called upon all property owners and interested individuals present to <br />express themselves either for or against said proposed improvement. TIle following <br />appeared in favor of said improvement, and the substance of the view presented by them <br />were as fa llml's: <br /> <br />Juel II/aIel, 3083 N. Cleveland Avenue - favored the improvement but wished clarifi- <br />cation of the assessment policy re~arding front footage and acreage. <br /> <br />Walter L. Brenner, 3050 Raymond Avenue - favored the improvement but requested <br />clarification of the establishment of $6.50 per front foot as the assessment. <br /> <br />Mrs. C. J. Thomas, 1199 Josephine Road - stated she was very much in favor of the <br />improvement and wished the Council could complete construction by the end of the <br />construction season in 1962. <br /> <br />1be following appeared and asked for information or clarification: <br /> <br />Les Brost, 3178 lIighway 8, New Brighton, as an owner of property in Roseville, <br />Mr. Brost Jesired further clarification of the problem of acreage assessments. <br />Mr. Brost also stated that he had been assessed for a portion of the property shown <br />in the improvement and would not accept a re-assessment of the property. <br />
