EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL
OF THE CITY OF ROSEVILLE, RAMSEY COUNTY, MINNESOTA

* * * * * * * * * * * * * * * * * * * * * * * * * *

Pursuant to due call and notice thereof, a regular meeting
of the City Council of the City of Roseville, Minnesota, was duly
held at the City Hall in said City on Monday, the 24th day of
February, 1975, at 7:30 o'clock p.m.

The following members were present: Mayor Linebarger,
Councilmen Curley, Demos, Hess and Brennan

and the following were absent: None

M6nber Demos introduced and moved the adoption of
the following resolution:

RESOLUTION NO. 6217

WHEREAS, the City of Roseville has been informed that
legislation would be introduced to abolish the Sheriff's Department
and all local police departments in Ramsey County, and that a
county-wide police department would be established, and

WHEREAS, the Ramsey County Board of Commissioners will soon
consider this proposed legislation, and

WHEREAS, the City of Roseville wishes to communicate its position
on this proposal to the Ramsey County Legislative Delegation and the
Ramsey County Board,

NOW, THEREFORE, BE IT RESOLVED by the Roseville City Council
that it is opposed to any legislation establishing a county-wide
police department for the following reasons:

1. There is no evidence to demonstrate the need for a
consolidated police department.

2. There is no evidence to support the contention that a
consolidated police department would be more economical
and efficient.

3. There is no evidence to substantiate the claims that an
improved level of law enforcement would result from a
consolidated police department.

4. There is no evidence to counter the concerns that removal
of local control will decrease the responsivenss to
suburban law enforcement problems.
