<br />EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL <br />OF ROSEVILLE, MINNESOTA - HELD MARCH 31, 1975 <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular <br />meeting of the City Council of the City of Roseville, Minnesota, <br />was duly held at the City Hall in said City on Monday, March 31, <br />1975, at 7:30 P.M. <br /> <br />The following members were present: Mayor Linebarger, <br />Councilmen Demos, Hess, Brennan and Curley <br /> <br />and the following were absent: None. <br /> <br />Councilman Brennan introduced and moved the adoption <br />of the following resolution. <br /> <br />RESOLUTION NO. 6242 <br /> <br />WHEREAS, the depressed condition of the housing industry <br />is more of a national problem than a local and regional problem, and <br />attempting to deal with such a national problem on a local scale would <br />add confusion to an already confused situation; and, <br /> <br />WHEREAS, it has been charged but unsubstantiated that <br />mlnlmum lot and house size and other various local regulations are <br />the major cause of high cost housing and singling out local regulations <br />without regard to other more important factors in the cost of housing <br />is questionable in itself; and, <br /> <br />WHEREAS, S.F. 939 attempts to solve the high cost problem <br />by unfairly and incorrectly singling out local government regulations as <br />the major factor. <br /> <br />BE IT RESOLVED THAT THE City Council of Roseville, <br />Minnesota, opposes the passage of SF 93cgifor the reasons enumerated and <br />supports, instead the following recommendation contained in the Develop- <br />ment Framework Chapter of the Metropolitan Development Guide: <br /> <br />"The State Legislature should charge the Metropolitan <br />Council to convene the Association of Metropolitan <br />Municipalities, the Minnesota Housing Institute and <br />other concerned groups, as necessary, in an examin- <br />ation and review of the effects of governmental <br />regulations, taxes, financing and industry practices <br />on the cost of housing in the metropolitan area. The <br />Council should be charged with recommending legislation <br />to solve any problems that are identified in the study." <br />
