<br />Resolution No. -2J....- <br /> <br />Adopted February 1, 1955 <br /> <br />ltJHEREAS the population of the Village of l-toseville has been increased <br />very rapidly over the past several years and <br /> <br />'.rJIEREAS the Vill,qge is now confronted with a need for sanitay sewer <br />facilities over its entire area and <br /> <br />h1HERT~I',S the use of septic tanks and other private disposal units has <br />become a minace to public health in this area and <br /> <br />1rJHEREAS the necessity for public schools and other public and private <br />conveniences for our people 'md <br /> <br />"HEREAS the future welfare and economy of this area will rJepend upon <br />the ability of the Village to provide mdustrial end business areas <br />within our boundaries having accessto sanitary sewers and <br /> <br />WHER\AS our schools must be connected to sanitary sewers to prevent <br />very serios health proble InS in our comF1Unity and among our children and <br /> <br />vJHEREAS the \Tillage Council of ltoseville has, on se'reral occasions, <br />requested that the \Tillage be pe~litted to enter the Netropolit;:m <br />Sanitary District through the City of St. Paul and through the use of <br />certain city sewers and <br /> <br />WHEREAS this Village Council of rtoseville has been informed that such <br />use of the City of St. Paul facilities would be contrary to therolicy of <br />the City of St. Paul, said policy forbidding the extension 0" services <br />outside of the city limits, and <br /> <br />'tlHEREAS the 'lilJE ge vouncil of Hoseville I'''list, in the near futUre, make <br />certain decisions in this matter which will be final and conclusive ann <br /> <br />l';HEREAS it is the opl.nwn of the \lillage Council that a definite answer <br />should be obtaine0 from the City Gouncil of the City of St. Paul ~s to <br />whether or not the 'iillage might be permitterl to connect with the City <br />sewer system. <br /> <br />tlJm'J THJ<~REFORE BE IT HESOLED that the City Council of the City of St. <br />P9.ul is hereby requested to consider this matter in the light of the <br />foregoing facts and to inform the Village Council of Roseville as to <br />whether or not this Village can look fO~Nard to a possible connection <br />to the Sanitary sevTer system of the City of St. Paul and if this should <br />appear to be a possi ility, the Gity of St. Paul vouncil is especially <br />req'wsted to provide this lJillate with a very veneral statement as to the <br />terms ana procerJure under which such a connection might be accomplished <br />and <br /> <br />BE IT FURTHER R'i;sovrSD that the Villge Clerk be authorized and directed to <br />submit copies of this resolution to the Honorable M~yor of the City of ~t. <br />Paul and to the City Council of 0t. Paul. <br />
