<br />July 1) 1968, and any interest payment date thereafter, at a price of par plus ac- <br />crued interest, plus a premium of 20;, of the par value of each bond prepaid on or <br />before January 1, 1973, and without premium if prepaid on or after July 1, 1973. <br />Of the bonds outstanding at the time of call for redemption, those bearing the <br />highest coupon rates will be prepaid first, in inverse order of their serial num- <br />bers. The Village will mail notice of the call of any of the bonds for redemption, <br />to the holder, if known, and to the bank at which princ ipal and interest are then <br />payable, not less than thirty days before the date specified for redemption. Holders <br />of prepayable bonds desiring to receive such notice may register their names and <br />addresses and the serial numbers of their bonds with the Village Treasurer. <br /> <br />IT IS HEREBY CERTIFIED, RECITED, COVENANTED AND AGREED that all acts, con- <br />ditions and things required by the Constitution and laws of the State of Minnesota <br />to be done, to exist, to happen and to be performed preliminary to and in the issu- <br />ance of this bond in order to make it a valid and binding general obligation of the <br />Village according to its terms have been done, do exist; have happened and have been <br />performed as so required; that the Village has duly determined the necessity and <br />contracted for the construction of said improvements; that the General Improvement <br />Bond Sinking Fund has been duly created and provision made for the support thereof <br />by ad valorem taxes and special assessments to be levied for the years and in aggre- <br />gate amounts not less than five per cent (5~) in excess of sums sufficient to pay <br />when due the principal and interest on all bonds payable from that fund, and addi- <br />tional taxes; if needed for said purpose, may be levied upon all taxable property <br />in the Village, without limitation as to rate or amount; and that the issuance of <br />this bond did not cause the indebtedness of the Village to exceed any constitutional <br />or statutory limitation. <br /> <br />IN WITNESS WHEREOF the Village of Roseville, Ramsey County, Minnesota, by <br />its Village Council, has caused this bond to be executed in its behalf by the signa- <br />ture of its Mayor, countersigned by its Village Clerk, and sealed with a facsimile <br />of its official seal, and has caused the interest coupons appurtenant hereto and <br />the certificate appearing on the reverse side hereof to be executed and authenti- <br />cated by the facsimile signatures of said officers, and has caused this bond to be <br />dated as of July 1, 1963. <br /> <br />Mayor <br /> <br />Countersigned: <br /> <br />Village Clerk <br /> <br />(SEAL) <br /> <br />-23- <br />
