gravity. We looked at taking it down the freeway and sticking
it in a big pond. Then we concluded this small area waan't
sufficient to solve our drainage area problem. As we looked
further we found the natural boundaries of an area that drains
out one location - 35W over here - all this drainage goes out
across the freeway and heads north, so we looked at all the area
that drains directly to that outfall. In doing so we concluded
that an extensive study was necessary and a rather extensive
system was necessary. We established as part of this study two
brand new ponds - one up on the north, shaded purple - one down
in midway and then greatly extended to existing Wilson pond on
the corner of C-2 and Cleveland. We then revamped the storm
drainage. There's a small pipe going through here now, made
larger, this was made larger and a brand new piping system to
"0" and down Cleveland. In doing so we also were able to pick
up out of Arden Hills some problem areas that have been reported
to us in this location. I don't know if anyone is here from
Arden Hills, but this is the information we received.

We put this study down on paper and went back and forth as
to how big the pond should be: how much it should hold; how
much we should let run off, and we concluded we wanted the pond
to hold all the water that would come in a five year storm and
we wanted to reduce greatly the amount of water that would be
heading northerly. This is to avoid flowing upstream and also
to take care of several erosion problems.

I'd like to quickly run through - not so much some indi-
vidual design criteria - but some of the things we think will be
accomplished through this project. It picks up run off which
currently jeopardizes some developed property along "D", and
also some problems directly opposite Brenner. It allows for the
development of currently vacant land which would be impossible
to develop without these facilities. That parcel that was
petitioned for and an extensive piece in here as well. At least
we're envisioning that will be (inaudible) and there will be
homes there. It provides a drainage facility which is required
for future street const.ruction both for Cleveland and liD" and
city roads as well, namely Brenner and Evelyn which will take
place at some other time, and for C-2 which some of you mayor
may not know is a city roadway. There are some problems in this
area in regard to the height of this pond (inaudible) large
rains would exist. It also reduces road maintenance expenses

2
