<br />EXTRACT OF MINlITES OF MEETING OF THE CITY COUNCIL <br />OF ROSEVILLE, MINNESOTA - HELD JUNE 14, 1976 <br /> <br />* * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular <br />meeting of the City Council of the City of Roseville, Minnesota, <br />was held in said City Hall, 2660 Civic Center Drive, in said <br />city on the 14th day of June 1976. <br /> <br />The following members were present: Mayor Demos, <br />Councilmen Curley, Grauel, Hess and Anderson <br /> <br />and the following were absent: None <br /> <br />Member Anderson introduced the following resolution <br />and moved its adoption: <br /> <br />RESOLtrrION 00. 6382 <br /> <br />WHEREAS, the City Council has studied staff reports <br />concerning the capital improvement needs of the City, and <br /> <br />WHEREAS, the City Council conducted meetings at three <br />different times after due and proper notice of such meetings, <br />and deliberated extensively on the several alternatives for <br />improving the City's streets and storm drainage areas, and <br /> <br />WHEREAS, approxbnately 80 miles of streets are of a <br />temporary roadrnix design and many of these streets have been re- <br />done two or three times to accomnodate sanitary sewer, waterrnain <br />and storm sewer construction, and <br /> <br />WHEREAS, the roadway system is rapidly deteriorating <br />and expensive to maintain because of poor base conditions, inadequate <br />grades and slopes, surface depressions, and the instability of the <br />materials used on these streets, and <br /> <br />WHEREAS, storm drainage is a vital factor in roadway design <br />and maintenance, and which approximately 30% of the area of the City <br />is not served by such drainage facilities, and <br /> <br />WHEREAS, such improvements could be carried out with the <br />lowest possible assessments to residents of the City, and <br />
