<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, Minnesota, was duly held in the City Hall on Monday, the twenty-second day of May, <br />1995, at 5:30 o'clock p.m. <br /> <br />The following members were present: P. Johnson, Goedeke, Wiski, Mastel, and V. Johnson and <br />the following were absent: None. <br /> <br />Councilmember Mastel introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9191 <br /> <br />AMERICAN LEGION PONDS, CITY PROJECT ST -95-07 <br /> <br />WHEREAS, the Grass Lake Water Management Organization has initiated the construction of <br />two open water basins within 1.6 acres of existing wetland at the southeast comer of Victoria <br />Street and County Road C for the purpose of treating stormwater that flows to Lake Owasso; and <br /> <br />WHEREAS, the Department of Natural Resources requires that an Environmental Assessment <br />Worksheet (EA W) be completed to communicate the environmental aspects of the proposed <br />project to all concerned environmental agencies before issuing a DNR permit for wetland <br />excavations in excess of one acre; and <br /> <br />WHEREAS, the EA W was prepared and sent to all concerned environmental agencies and was <br />published in the Environmental Quality Board Monitor; and <br /> <br />WHEREAS, the Responsible Governing Unit (City ofRoseville) has received comments iTom <br />and responded to the concerned environmental agencies; <br /> <br />THEREFORE, BE IT RESOLVED by the City Council of the City ofRoseville, Minnesota, that <br />the environmental aspects of the project have been properly addressed and that the <br />Environmental Assessment Worksheet be approved; and <br /> <br />THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City ofRoseville, <br />Minnesota, that an Environmental Impact Statement is not necessary. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Wi ski and upon vote being taken thereon, the following voted in favor thereof: P. Johnson, <br />Goedeke, Wi ski, Mastel, and V. Johnson, and the following voted against: None. <br /> <br />Whereupon said resolution was declared duly passed and adopted. <br />
