The city Manager is hereby authorized and directed <br /> <br />to return forthwith to all bidders the deposits made with their <br /> <br />bids except the deposits of the successful bidder and the next <br /> <br />lowest bidder shall be retained until contracts have been <br /> <br />signed. <br /> <br />The motion was seconded by Councilman Anderson <br /> <br />and upon vote being taken thereon, the following voted in favor <br /> <br />thereof: <br /> <br />All present <br /> <br />and the following voted against: None <br /> <br />whereupon said resolution was declared duly passed and adopted. <br />
