COUNCILMAN GRAUEL: Mcyte you 3on't- want th2lt benefit at
this time, and I can understcnd thar boo, rut 70% in this
community have paid for storm sewers and in ~ome of those storm
sewer assessments only 20% has to be charged against the im-
provement by law so on the tax that you're paying (inaudible)
something le~s than twelve cents out of every dollar you pay in
Roseville. you've paid for all the storm sewer and street
and improvement.:; that hcve gone into the community, and this
is the point I 00n't under~tand. All we're talking about is
the S295. NoHody wants the $295, but everybody has paid for
it Glnd some people that have paid 100% of the assessments like
what you're proposing here (inaudible). I under~tand what you're
saying and I respect your position on it, but what he's proposing
is to develop this ~ingle family residential, and it.'s only
going to be fiDe buildings on each p~operty.

MR. NOSBISH: And you're spGaking of "he" as one person.
One person, I c2ln see that - if I was getting his kind of money
that he cot'ld get- - pie in the sky.

COMMISSIONER GRAUEL: The ouestion I put to you i~, if you
owned properties in this community that have preliminary plats
or final pl?ts and you're taxe0 on each of the~e lots as a lot
and you have to pay on individu~l lots 2Ind you can't develop
(inaudible) He can't get a building permit on anyone of those,
but year after year he has t-o stand t-he taxes.

MR. NOSBISH: And he had the option to sell his land at
$6,000 and he would have made a profit.

COUNCILMAN GRAUEL: The county would not buy at that
figure.

MR. NOSBISH: I thought you ~aid he offered $6,000 2Ind we
turned it oown. I d~n't know what he paid - maybe $100 2In acre,
but he'll he making double or triple.

MAYOR DEMOS: Just a minut-e. I don't think we have to have
any personal, snide remarks made to a soul. Let's discuss the
issue and keep it to that.

MR. NOSBISH: We hit a feather there, I think.

-32-
