EXTRACT OF MINUTES OF MEETING OF CITY COUNCIL OF CITY OF ROSEVILLE RAMSEY COUNTY, MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Minnesota, was held in the City Hall in said City on Monday, July 10, 1995, at 5 :30 o'clock p. m. The following members were present: Mastel, P. Johnson, Wiski, Goedeke, and V. Johnson and the following were absent: None. Councilmember Goedeke introduced the following resolution and moved its adoption: RESOLUTION 9199 WHEREAS, the City of Rose vi lie received an ISTEA grant in 1993 to construct a trail along the south side of County Road C; and WHEREAS, engineering costs to construct the County Road C pathway are expected to exceed 40% of the construction amount-20% more than a typical City pathway project; and WHEREAS, trailways are an important component ofRoseville's transportation system requiring a large financial commitment by the City; and WHEREAS, engineering costs for typical City pathway projects are between 15% and 20% of the construction amount; and WHEREAS, much of the extra engineering cost for the County Road C pathway project can be directly attributable to requirements imposed upon the project that are not required of local pathway projects; and WHEREAS, one goal of the ISTEA program is to provide for intramodal transportation needs as efficiently as possible; NOW THEREFORE BE IT RESOLVED that the Council of the City ofRoseville, Minnesota, requests that: The Metropolitan Council and the Minnesota Department of Transportation make modifications to the administration and requirements of the ISTEA program within Minnesota to minimize the unneeded expenditure of administrative and engineering dollars; and The Metropolitan Council allow engineering costs to be ISTEA grant eligible at least to the extent that they exceed engineering costs for a similar local project.
