<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />OF CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, Minnesota, was held in the City Hall in said City on Monday, July 10, 1995, at 5 :30 <br />o'clock p. m. <br /> <br />The following members were present: Mastel, P. Johnson, Wiski, Goedeke, and V. Johnson <br />and the following were absent: None. <br /> <br />Councilmember Goedeke introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION 9199 <br /> <br />WHEREAS, the City of Rose vi lie received an ISTEA grant in 1993 to construct a trail along the <br />south side of County Road C; and <br /> <br />WHEREAS, engineering costs to construct the County Road C pathway are expected to exceed <br />40% of the construction amount-20% more than a typical City pathway project; and <br /> <br />WHEREAS, trailways are an important component ofRoseville's transportation system <br />requiring a large financial commitment by the City; and <br /> <br />WHEREAS, engineering costs for typical City pathway projects are between 15% and 20% of <br />the construction amount; and <br /> <br />WHEREAS, much of the extra engineering cost for the County Road C pathway project can be <br />directly attributable to requirements imposed upon the project that are not required of local <br />pathway projects; and <br /> <br />WHEREAS, one goal of the ISTEA program is to provide for intramodal transportation needs as <br />efficiently as possible; <br /> <br />NOW THEREFORE BE IT RESOLVED that the Council of the City ofRoseville, Minnesota, <br />requests that: <br /> <br />The Metropolitan Council and the Minnesota Department of Transportation make <br />modifications to the administration and requirements of the ISTEA program within <br />Minnesota to minimize the unneeded expenditure of administrative and engineering <br />dollars; and <br /> <br />The Metropolitan Council allow engineering costs to be ISTEA grant eligible at least <br />to the extent that they exceed engineering costs for a similar local project. <br />
