MAYOR DEMOS: Any other communications?

MR. ANDRE: No other letters or communications.

MAYOR DEMOS: At this time I will open the hearing to
the public. I will ask that each person who wishes to address
the Council on this matter, come to the microphone and state
your name and address - street address of the property you're
referring to.

MR. WALLACE HIGHUM, 1448 woodlynn: I was the initiator
of the original petition asking for this project to be instituted.
I am still in favor of the improvement - come hell or high
water. Several questions came up that I have been asked, and
I have tried to answer as best as I could. I think had I
been able to answer them sooner, possibly some of these people
that signed the peition against, may not have signed it. I
think some that signed against would like to have their names
removed. I don't know what the procedure would be, but I
have been approached by several parties.

The first question I address to Mr. Popovich. Could you
inform us as to what our approximate mill rate increase would
be for the part going on the general tax base per thousand
dollars of taxes we pay now.

MR. POPOVICH: The $43,000 would be divided over a 20
year period of time which is infinitesimal in comparison to
the tax base of the city.

MAYOR DEMOS: In answer to that, one mill collects $167,000,
so you figure what portion $2,000 is of that.

MR. HIGHUM: I believe when we had the project going last
fall with 80 miles of paving in the village - what was the
mill rate on that?

MR. POPOVICH: I don't have that material here now.

MR. HIGHUM: I think it was around two mills.

MR. HONCHELL: Approximately two mills.

3
