We didn't see that it would be forward thinking to load up
the sewers when there's a way to avoid it, and go nertherly
to where it ends up anyhow. In doing this, Alternate 1
(inaudible) two people that petitioned for it. They want
the improvement. The cost is somewhere about $20,000, we
would merely divide that cost, based on their previously
agreed arrangement, of square footage of the parcels. They
divide the cost and that's the way it would be paid for.
If this happened, the city could make the improvement,
spread it over 20 years, and we would pick up the mainten-
ance.

The second system, known as Alternative 3, would be to
construct the same facility. The difference would be that
the city would accept a portion of the expenses. The rationale
behind this is that in 1970 when this entire area, including
the Knights of Columbus and King's Court and Polar Food
Locker, had storm sewers in the roadway and they were all
assessed. We don't feel it would be fair to assess Polar
again. Also, a large portion of Rosebrook Park flows in this
general direction, and would be carried in these facilities.
There's never been any assessment for that part for storm
drainage, and since part of their water was being picked up
as well, at least consideration might be given to the city
paying a portion of these costs. So for the third alternative,
we estimated as best we could how much water would come from
each of the three parcels - the Knights of Columbus, King's
Court, and off the park property, and based on the run-off
of water we put together an estimate of proportioning the
costs identically to the amount of water they would be con-
tributing to the system.

If my memory is right, this results in the Knights of
Columbus and Roseville paying approximately the same amount
of money, and the King's Court maybe three-quarters of that,
or two-thirds.

COUNCILMAN GRAUEL: I thought that was poor ground
material and the three acres would just evaporate.
