<br />We didn't see that it would be forward thinking to load up <br />the sewers when there's a way to avoid it, and go nertherly <br />to where it ends up anyhow. In doing this, Alternate 1 <br />(inaudible) two people that petitioned for it. They want <br />the improvement. The cost is somewhere about $20,000, we <br />would merely divide that cost, based on their previously <br />agreed arrangement, of square footage of the parcels. They <br />divide the cost and that's the way it would be paid for. <br />If this happened, the city could make the improvement, <br />spread it over 20 years, and we would pick up the mainten- <br />ance. <br /> <br />The second system, known as Alternative 3, would be to <br />construct the same facility. The difference would be that <br />the city would accept a portion of the expenses. The rationale <br />behind this is that in 1970 when this entire area, including <br />the Knights of Columbus and King's Court and Polar Food <br />Locker, had storm sewers in the roadway and they were all <br />assessed. We don't feel it would be fair to assess Polar <br />again. Also, a large portion of Rosebrook Park flows in this <br />general direction, and would be carried in these facilities. <br />There's never been any assessment for that part for storm <br />drainage, and since part of their water was being picked up <br />as well, at least consideration might be given to the city <br />paying a portion of these costs. So for the third alternative, <br />we estimated as best we could how much water would come from <br />each of the three parcels - the Knights of Columbus, King's <br />Court, and off the park property, and based on the run-off <br />of water we put together an estimate of proportioning the <br />costs identically to the amount of water they would be con- <br />tributing to the system. <br /> <br />If my memory is right, this results in the Knights of <br />Columbus and Roseville paying approximately the same amount <br />of money, and the King's Court maybe three-quarters of that, <br />or two-thirds. <br /> <br />COUNCILMAN GRAUEL: I thought that was poor ground <br />material and the three acres would just evaporate. <br />
