your parcels. You're not paying what they don't pay. The
assessment policy says you would pay for your share of half
the roadway that you abut. If you don't abut, you don't pay
for it.

MR. CAVE: The people here from Galtier Circle are not
going to get assessed. If Marion (inaudible) which I petitioned
for. Only if you do it now will the people who buy my homes
get assessed.

MAYOR DEMOS: There isn't one bit of doubt in my mind -
I can't help what you say - I would no more go down there and
~uyone of those with that kind of entrance to my house. I
would be ashamed of it. That's got to be one of the worst
streets in Roseville.

MR. CAVE: We will be putting a surface on it anyway.

MAYOR DEMOS: A surface doesn't mean a thing.

MR. ARTHUR GODFREY, 2466 Galtier Circle: I should explain
to Sam why nobody came - because we all want the improvements
in. We feel if we have them done now at this price it will be
cheaper than five years down the line, and I believe Transit
has been torn up five or six times because it's so bad (inaudible).

COUNCILMAN FRANKE: It will be torn up to put in the sani-
tary sewer and water.

MAYOR OEHOS: I have had people repeatedly say to me, when
you put these things in, why don't you fix it up right? There
are costs to return it to a driveable condition and they don't
have anything that lasts, so they ask, why don't you do it when
you do the work. Anyone else that wishes to be heard on this
improvement? If not, I will turn it over to the Council -
close the hearing. And I should remind you at this point,
this was by petition. If we take the basic proposal of Marion
and WOOdbridge on petition, it would take three votes of the
Council. Adding Transit, which was initiated by the Council,
takes four votes.

COUNCILMAN FRANKE: Say that again.

MAYOR DEMOS: If we do Transit we need four votes. If we
eliminate it we need three.

COUNCILMAN KEHR: We vote on this in two parts?

MAYOR DEMOS: You vote (inaudible) Alternate 3A or 3B, is
that right? And we can vote it in one (inaudible), but it
would take four votes.

15
