Extract of Minutes of Meeting
of City Council
City of Roseville
Ramsey County, Minnesota

March 20, 1978

~. :JI. (,. (;, .2.3

Pursuant to due call and notice thereof, a special meeting
of the City Council of the City of Roseville, Minnesota, was
held in the City Hall in said City on Monday, March 20, 1978,
at 7:30 o'clock p.m.

The fOllowing members were present: Mayor Demos and
Councilmen Kehr, Franke, Anderson and Curley; and the following
were absent: None.

Also present were Mr. James F. Andre, City Manager; Roger
Jensen, City Attorney; Charles Honchell, City Public Works
Director; and Peter S. Popovich, City Bond Consultant.

. . . . .

MAYOR DEMOS: We will now take Improvement 78-3 - South
Owasso Boulevard from Sandy Hook Drive to Kent Street, storm
sewe r .

MR. ANDRE: I have the Certificate of Mailing and the
affidavit of pUblication on file.

MR. HONCHELL: Once again, this improvement is a result
of a petition. This petition was signed by 75% of the affected
property owners involved. In trying to aid you in who they
are, it's essentially those lots that front on OWasso from
Kent Street up to the rear of Lot 4 which faces on Sandy Hook.
There should be 12 lots there. The proposal is to extend an
existing storm sewer which ends at Kent Street, along the
northwesterly side of OWasso up to a low point where an
existing small ponding area is - and some small easements on
that - build either a flared-in section or catch basin if the
owners desire to fill that parcel, and bring the water back
down to Owasso where it would go into the existing city
sedementation pond near (inaudible) and OWasso, and then into
the lake after it's filtered and settled out. Compared to
the last hearing, this is a nice straight forward proposal.

MR. POPOVICH: The cost of this project is $17,687.00,
and because of the Council policy on storm sewers, the 12 lots -
they come to $295 a lot which will raise $3,540 in special
assessments. It is anticipated that Ramsey County's share
will be $4,598 so a total will be raised of $8,138, and the
balance of $9,549 will be spread over general taxes.
