<br />/:/ . <br />.;Qd~. <br /> <br />[J /P ,v <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />February 12, 1979 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Rosevil1e, Minnesota, was <br />held in the City Hall in said City on Monday, February 12, 1979, <br />at 7:30 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Councilmen <br />Curley, Kehr, Franke, and Anderson; and the following were absent: <br />None. <br /> <br />Also present were Mr. James F. Andre, City Manager; Mr. <br />Robert Bell of Peterson, Bell and Converse, City Attorneys; <br />Mr. Charles Honche1l, city Public Works Director; and Mr. Fred N. <br />Peterson, Jr. of Peterson, Popovich, Knutson & Flynn, City bond <br />consultants. <br /> <br />MAYOR DEMOS: The hearing before us is the up-grading of <br />Iona Lane from Dale to Mackubin - Improvement No. ST-P-78-30. <br /> <br />MR. ANDRE: I have the affidavit of pUblication of the Notice <br />of Hearing and the Certificate of Mailing on file for this <br />project. <br /> <br />MAYOR DEMOS: Mr. Honchell. <br /> <br />MR. HONCHELL: This project is a result of a petition that <br />was received from the residents of lona between Mackubin and Dale <br />Street requesting that this roadway, which is designated as a <br />Municipal State Aid Road, be up-graded to regular state aid <br />standards, namely to be paved and guttered. That petition was <br />signed by over seventy percent of the affected property owners <br />adjacent to Iona Lane. <br /> <br />In order to make that construction possible, however, it's <br />necessary to add storm drainage to this area. I will talk in a <br />moment about where it is and who's affected, but for the moment <br />if we could stay on the paving portion of the improvement. <br /> <br />As those of you that live in the proximity of this project <br />know, Iona Lane is a relatively, very poor roadway. It's literally <br />falling apart and has been patched numerous times in the past. <br />The roadway alters from approximately 36 feet down to about 28 <br />feet in width as it's currently constructed. It's proposed, as <br />part of this improvement, to improve this road to what is called a <br />
