<br />3 <br /> <br />A second portion of this project, as I stated, is the storm <br />sewer. That's because it's a long standing policy with Roseville <br />that we do not want to put all the money necessary to build this <br />roadway only to have a substandard drainage system because we <br />feel it will greatly reduce the life of the pavement and will not <br />be a good expenditure of public funds. Therefore, we propose to <br />provide the drainage for Iona. Here is Dale - Mackubin is at the <br />top near the ceiling. It's proposed about two-thirds of the way <br />up the street to put a pair of catch basins to intercept the <br />water as it starts down the hill, four at the intersection, six <br />at the intersection of Iona and Dale because in all three directions <br />the water is running downhill and we wish to intercept it and to <br />carry this down to the corner of Terrace and Dale where it would <br />join an existing storm sewer that was built about two years ago, <br />and exit into this ponding area. It's also proposed that the water <br />that comes down Terrace Drive toward Dale Street be intercepted <br />with a pair of basins at the intersection of Terrace and Dale <br />and go into this system and out to a pond. <br /> <br />Again, not trying to get too far ahead of ourselves into the <br />assessing procedure, but merely to provide some information and <br />background - the city policy for many years has been they do not <br />normally assess. all of the costs associated with storm drainage <br />to the normal residential lots. Their existing policy is to assess <br />only $295 per lot, and the method of payment will be reviewed by <br />the fiscal agent soon. The reason that all of you - or many of <br />you are here - is that you are within the drainage area which I am <br />describing and anyone within that area has water that flows down <br />and gets into the system. Therefore, it's felt that it's only <br />fair that you pay for part of the expenses associated with constructing <br />that system. We feel it necessary that the storm sewer be con- <br />structed, not only for Iona, but also for prolonging the life of <br />Dale Street as well. <br /> <br />At this point I will stop the general discussion and we will <br />hear from the fiscal consultant. <br /> <br />MR. FRED N. PETERSON, JR.: There are the four alternatives <br />and each one has a total different cost to it. The footage is the <br />same and as far as storm sewer is concerned there would also be <br />the same number of lots within the particular area that's outlined <br />in the broken line in the circle. <br /> <br />As he mentioned, there would be no cost or assessment as far <br />as the roadway is concerned because this is a state aid road, and <br />so as far as building the roadway - whether 36 or 44 feet - would <br />remain the same. As far as the roadway, the only lot that would be <br />assessed is the tax exempt buildable lot and that is approximately <br />125 feet and that would be assessed. <br />
