<br />(1. <br />c~/{' <br /> <br />o 793 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />February 28, 1979 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the city Hall in said City on Wednesday, February 28, 1979, <br />at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Councilmen <br />Franke, Anderson, Curley and Kehri and the following were absent: <br />None. <br /> <br />Also present were Mr. James F. Andre, City Manager; Mr. <br />Robert Bell of Peterson, Bell and Converse, City Attorneys; <br />Mr. Charles Honchell, City Public Works Director; Mr. Roger Short <br />of Short, Elliot and Hendrickson, City consulting engineers; and <br />Mr. Peter S. Popovich of Peterson, Popovich, Knutson & Flynn, <br />City bond consultants. <br /> <br />MAYOR DEMOS: The first hearing is P-78-l5 - Highcrest Road <br />from County Road C-2 to County Road 0 - paving, curb and gutter. <br /> <br />MR. ANDRE: I have on file the Certificate of Mailing and the <br />affidavit of publication of the Notice of Hearing for this project. <br /> <br />MR. HONCHELL: This project is the result of a petition from <br />the abutting property owners on the Roseville side of Highcrest <br />and it was petitioned for by 71% of the parcels. <br /> <br />The proposal is to construct a 36-foot wide, 9-ton design roadway <br />with concrete curb and gutter on the entire length of Highcrest <br />from County Road D to County Road C-2. This project was determined <br />to be a municipal state aid street. Some of you that may not be <br />here for this project may want to pay attention because many of the <br />following hearings are also on municipal state aid streets, and <br />maybe I can go into it in a little detail now and not as much <br />when we get to the next one. <br /> <br />A Municipal State Aid Street is a special kind of roadway in <br />the city. I'm sure most of you are aware of the Interstate system <br />such as Highway 35, 694, etc. Then there are state trunk lines <br />such as Snelling Avenue,.and as you go down in ranking, next comes <br />your county roads such as County Road C or Cleveland or something <br />of this type. Next in ranking are those roadways that serve as <br />collectors for the residential areas predominantly or as the <br />more important roadways that are under the city's jurisdiction. <br />All those I mentioned are under the jurisdiction of the state, <br />county or federal government. Those roadways collect traffic from <br />the various residential areas and take it to the higher roadways <br />such as County Road D or the state trunk line. These are what we <br />
