<br />r;' ,/ <br />'--"-...'t....."'I:.., <br /> <br />C;, -/jG <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />February 28, 1979 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Wednesday, February 28, 1979, <br />at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Councilmen <br />Franke, Anderson, Curley and Kehr; and the following were absent: <br />None <br /> <br />Also present were Mr. James F. Andre, City Manager; Mr. <br />Robert Bell of Peterson, Bell and Converse, city Attorneys; <br />Mr. Charles Honchell, City Public Works Director; and Mr. Peter S. <br />Popovich of Peterson, Popovich, Knutson & Flynn, City bond con- <br />sultants. <br /> <br />MAYOR DEMOS: We will now have the hearing for Rose Place <br />and Dellwood - storm sewer - ST-78-l4 <br /> <br />MR. ANDRE: We have the Certificate of Mailing and affidavit <br />of publication of the Notice of Hearing on file. <br /> <br />MR. HONCHELL: This project is again the result of a petition. <br />This petition was signed by the property owners of the Dellwood - <br />Rose Place area. The original area contemplated was essentially <br />west of this pond. As we studied it further it was our feeling <br />that this pond should really have an outlet, and when that was <br />added then this additional area got added into the assessment area. <br />The final result then was that a petition carrying 36% of the <br />affected parcels signed in favor. None of these people were <br />even approached originally because it was not known they were <br />going to be in the project. <br /> <br />The proposal is to construct a storm sewer pipe between 2602 <br />and 2594 Dellwood (inaudible) and control the water by putting <br />catch basins out to intercept this water that cuts through a ditch <br />system going to the pond. The city, in the past, has put various <br />materials into that ditch in an attempt to stop it from eroding <br />into the pond, and we have been unsuccessful to date because every <br />time we put it in, a few good rains later and we find our material <br />in this pond instead of in the ditch and the pond being eaten away <br />rather rapidly again. <br /> <br />The study - as I say, we looked at the pond, looked at the <br />overall drainage corning in and the fact that there is no outlet <br />currently constructed to this pond of any sort. It was, therefore, <br />proposed to put an overflow (inaudible) and not to drain the pond, <br />but as the pond gets higher (inaudible) up this easement and along <br />Rose Place to an existing storm drain that is in this area <br />and ultimately to the east in the storm system. This overlay <br />tries to, at least, indicate what happens in the pond now. The <br />
