Mr. Paschke further advised that Metropolitan Council <br /> 658 had its own regional Comprehensive Plan that was inclusive of each municipality within the <br /> 659 regions that addressed the regional infrastructure system (i.e., roads, sanitary sewer capacities) <br /> 660 many of which were initially funded for and/or developed by the Metropolitan Council. <br /> 661 Lisa Belak <br /> 662 Ms. Belak questioned if the Comprehensive Plan was submitted to the Metropolitan Council with <br /> 663 minimal changes for the community, recognizing that the City of Roseville already exceeded <br /> 664 many municipalities. <br /> 665 Commissioner Boerigter reiterated previous notes that the Comprehensive Plan Update was a 2 -3 <br /> 666 year process, with numerable public meetings held to discuss various components, and those <br /> 667 areas being designated for high density residential, in addition to the countless and thoughtful <br /> 668 discussions prior to submission of the Comprehensive Plan to the Metropolitan Council. <br /> 669 Ms. Belak reiterated her question as to whether a Comprehensive Plan had been presented <br /> 670 consisting of minimal changes; with Chair Doherty responding in the negative. <br /> 671 Commissioner Boerigter noted that the citizens of Roseville had spoken through the Imagine <br /> 672 Roseville 2025 community visioning process, as well as at other public information meetings, <br /> 673 providing a clear synopsis of their preferred vision for the 2030 Roseville community. <br /> 674 Ms. Belak opined that that opinion did not seem to reflect the opinion of those in attendance at <br /> 675 tonight' s meeting. <br /> 676 Chair Doherty noted that the Comprehensive Plan did not reflect the Metropolitan Council's <br /> 677 guidance mandating for 8,000 new housing units in Roseville. <br /> 678 Chair Doherty closed the Public Hearing at 8:56 p.m. <br /> 679 Recess <br /> 680 Chair Doherty recessed the meeting at 8:56 p.m. and reconvened at 9:09 p.m. <br /> 681 Commission and Staff Discussion <br /> 682 Chair Doherty suggested breaking the discussion into components to address specific issues <br /> 683 brought forward during public comment. Chair Doherty respectively requested that the audience <br /> 684 respect this time of discussion among Commissioners and staff and avoid attempts to interject. <br /> 685 Har Mar Mall (southern property at Har Mar Mall and whether original zoning <br /> 686 designation was R -1 with special use parking versus zoning designation as R -1) <br /> 687 Chair Doherty requested that individual commissioners provide their interest in whether to <br /> 688 entertain a motion to consider recommending to the City Council a Comprehensive Plan <br /> 689 Amendment on zoning designation for this property. <br />
