Report on City Manager Evaluation <br /> Mayor Klausing reviewed meetings of the City Council in Closed Executive Ses- <br /> sion on November 22, 2010; and continued to December 6, 2010 for the annual <br /> evaluation of City Manager Malinen. Mayor Klausing noted that the evaluation <br /> was based on topics and priorities previously established; and reviewed by vari- <br /> ous community and staff members; with the results that City Manager Malinen <br /> was meeting or exceeding those goals; and recommended for a step salary in- <br /> crease pursuant to his City Manager's Employment Contract. <br /> Klausing moved, Roe seconded, to formally adopt the annual City Manager eval- <br /> uation report. <br /> Roll Call <br /> Ayes: Ihlan; Johnson; Pust; Roe; and Klausing. <br /> Nays: None. <br /> b. Adopt an Ordinance Approving new Official Zoning Map and Adopt an Or- <br /> dinance Approving new Title Ten Chapters 1001 -1009, 1011, and 1019 <br /> Community Development Director Patrick Trudgeon introduced the Request for <br /> City Council Action (RCA) dated December 13, 2010, detailing the chapters pre- <br /> sented for revisions of the City's Zoning Text Amendments, and the Official Zon- <br /> ing Map. <br /> City Planning Thomas Paschke reviewed those specific chapters that had been <br /> modified since the City Council's last review on December 6, 2010. <br /> Mr. Trudgeon advised that, at the request of Councilmember Roe, extracts of <br /> Planning Commission meeting minutes from March 3, 2010 through the final <br /> meeting of December 3, 2010, were provided by staff, as a bench handout, at- <br /> tached hereto and made a part hereof <br /> Mr. Trudgeon reviewed additional comments and significant concerns received <br /> from citizens by staff over the last few days, following distribution of the Council <br /> packet; and suggestions being brought forward for potential solutions. <br /> 1011. PERFORMANCE STANDARDS <br /> Mr. Trudgeon advised that staff had attempted to apply Performance Standards to <br /> all Zoning Districts, many as a direct result of the proposed asphalt plant discus- <br /> sions; and the lack of objective standards in existing code that didn't provide clear <br /> determination on those uses permitted or not permitted, or if a use was perceived <br />
