1104 Ms. Rhees suggested that the 50% rule be applied, rather than a designated 5' to avoid equipment <br /> 1105 or other bulky items blocking window openings, with everything else allowed. ID <br /> 1106 Paragraph L Trash Storage Areas <br /> 1107 Mr. Paschke advised that staff did not concur that this item should be addressed in this language, <br /> 1108 but that it would be in addressed in another place in City Code. <br /> 1109 1004.03 Table of Allowed Uses <br /> 1110 Discussion included specific standards, with Mr. Paschke noting that some of those standards <br /> 1111 remained, some remained from current code, some would be revised, and some were entirely <br /> 1112 new. Mr. Paschke advised that those standards for redevelopment would come before the <br /> 1113 Commission for review in the future; and cross referencing the various sections was an ongoing <br /> 1114 process. Mr. Paschke noted, as an example, the reference on Page 4, Section 1004.04, C that <br /> 1115 made such a reference; and further noted that staff recommended the current reference format. <br /> 1116 Mr. Paschke advised that a permit was required for a majority of uses in Roseville. <br /> 1117 Further discussion ensued regarding the meaning of "permitted," whether an allowed use or <br /> 1118 conditional. Mr. Paschke clarified that if it was deemed a permitted use, it was an allowed use <br /> 1119 under that district; but conditional uses needed to move through the Conditional Use application <br /> 1120 process, which was standard across land use considerations. <br /> 1121 After further consideration, it was the consensus of members and staff that additional language be <br /> 1122 included related to Conditional Use processes in Section 1004.03,b. <br /> 1123 1004.03 Neighborhood Business (NB) District (Numbering of Sections) <br /> 1124 Mr. Paschke noted that this section should be identified as "Section 1004.04," and subsequent <br /> 1125 numbers adjusted accordingly. <br /> 1126 Paragraph C, Dimensional Standards <br /> 1127 Mr. Paschke advised that staff concurred that there is a need for additional references related to <br /> 1128 storm water management requirements; however, he noted that those requirements were located <br /> 1129 in separate and distinct areas of code as indicated by the various area wetland management <br /> 1130 organizations and shoreland management requirements. Mr. Paschke advised that the 30% <br /> 1131 maximum impervious lot coverage in residential districts would also be addressed under <br /> 1132 permissible storm water management techniques and included by reference, as well as mitigation <br /> 1133 options for homeowners for their specific property. <br /> 1134 Paragraph D Frontage Requirements <br /> 1135 Discussion included potential lot lines falling within designated trail areas, but typically located <br /> 1136 in public rights -of -way; with Mr. Paschke noting that the City Attorney had also commented and <br /> 1137 requested clarification related to setbacks and addressing easements. <br /> 1138 1004.04 Community Business (CB) District, Paragraph D. Parking Placement <br /> 1139 Following discussion, it was the consensus of staff and members that the same standards related <br /> 1140 for parking be revised and applied to this section for consistency with Paragraph F of the <br /> 1141 Regional Business parking requirements. <br />
