Ms. McGehee opined that it was ridiculous to attempt <br /> "postage stamp lots and straight streets" as proposed by staff during their two month rewrite <br /> process. <br /> Joe Dietz, 2195 Marion Road <br /> Mr. Dietz reviewed the history of the lots in the Marion neighborhood as addressed by previous <br /> speakers; and opined that the City was doing a disservice by allowing subdivision of this property <br /> and removing trees. Mr. Dietz opined that removing trees would create more noise from Highway <br /> 36 and change the feel of the neighborhood. <br /> Kim Melby, 2234 Laurie Road <br /> Ms. Melby questioned if their neighborhood, since it was unique, could be zoned a single- family, <br /> large lot district to maintain the larger lots. <br /> Chair Doherty advised that the neighborhood could petition the City Council for that; but, he <br /> noted that there may be other neighborhoods (e.g., Gluek Lane) that were similar. <br /> Mr. Paschke noted that this issue had come up during the long, thought-out Lot Split Study <br /> process completed several years ago; however, he noted that the City Council chose not to pursue <br /> it. Mr. Paschke further noted that the City Council would receive a copy of these meeting minutes <br /> and would be aware of this discussion. Mr. Paschke advised that the only recommendation from <br /> that study was that an overlay district be created and incorporated for single family homes on lots <br /> developed prior to 1959, which would be approximately 53% of the lots in the City, with 5' <br /> sideyard setbacks recommended. Mr. Paschke advised that Ms. Melby's point was noted, but <br /> advised that the City Council would need to direct Planning staff accordingly. <br /> Member Boerigter concurred that the City Council would need to direct staff to look at a Large <br /> Lot District, and noted that, historically, the City Council had not supported such a proposal at the <br /> time of the Lot Split Study. <br /> Ms. Melby expressed concern that there appeared to be no protection for homeowners from lot <br /> splits in their neighborhood. <br /> Chair Doherty suggested that Ms. Melby bring her proposal for a Large Lot Zoning District <br /> before the City Council; however, opined that it probably would not affect the subdivision <br /> proposal currently before them. <br /> Ruth Blumster, 2250 Marion Road (next door to corner proposed for subdivision) <br /> Ms. Blumster noted that their home was for sale due to personal reasons; but questioned staff on <br /> how many lots could be proposed for subdivision in the Manson Hills Neighborhood; expressing <br /> concern with potential buyers for their property and issues raised by their realtor on the <br /> uncertainties of the neighborhood. <br /> Mr. Paschke addressed Ms. Blumster's question on subdivision, noting that there were many lots <br /> in that neighborhood that could be subdivided under the current zoning code; and that the <br /> 1524 proposed reduction in minimum width for lots from 85' to 75' created little change for the <br /> 1525 majority of lots in the community, including those in that neighborhood.
