<br />~~ 6f7~ <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 20, 1979 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />duly held in the City Hall in said City on Monday, the 20th <br /> <br />day of August, 1979, at 7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Anderson, Curley, Franke and Kehr; and the following <br /> <br />were absent: None <br /> <br />Also in at~ndance were: James F. Andre, City Manager, <br /> <br />Charles Honchell, City Public Works Director; Doug Strong of <br /> <br />the City Public Works Department; and Peter S. Popovich of <br /> <br />Peterson, Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />The City Manager presented an affidavit showing publica- <br /> <br />tion of notice of hearing on the proposed assessment for <br /> <br />Improvement No. W-77-25 in the Roseville Sun on August 1, 1979, <br /> <br />which affidavit was examined, found satisfactory, ~nd ordered <br /> <br />placed on file. The Manager also exhibited a Certificate of <br /> <br />Mailing Notice of Hearing to all affected property owners. <br /> <br />MR. HONCHELL: Following a request of the Fire Department <br />for the need of extended fire fighting services to the area of <br />the HarMar Apartments, the Council ordered in the improvement <br />with the water to be extended along the westerly line of the <br />apartments and across the front to the center of the location. <br />This is the only parcel being served, and fire hydrants are located <br />at that terminus. <br /> <br />MR. POPOVICH: The total published cost of the improvement <br />is $21,185. The engineer indicated the basis upon which the <br />improvement was commenced. It will be 100% assessed to the <br />benefitting apartment complex. Assessments are projected over 20 <br />years with the 8% carrying charge, and with the rights of prepayment. <br />
