Agenda Section: <br />DPW/CB/TP �'���� <br />Item Description: A request by Rottlund Companies for an A M E N D M E N T t o the TWIN <br />LAKES MASTER SITE PLAN, PRELIMINARY PLAT, <br />REZONING, and GENERAL CONCEPT PLANNED UNIT <br />D E V E L O P M E N T P L AN for the redevelopment of a portion (PHASE 1) <br />of the Twin Lal{es Business Park (PF3595). <br />1.0 REQUEST: <br />1.1 Rottlund Homes, Master Developer for Twin Lakes, proposes an 80 acre development <br />consisting of 30 acres of residential uses (730 units), 10 acres of office uses (221,000 square <br />feet of building), 30 acres of retail and restaurant uses (331,500 square feet of building), and <br />10 acres of new road right of way and ponding\public area. In order to complete this plan, <br />an amendment to the master site plan is required. Also, Rottlund is seeking approval of a <br />concept PUD, Preliminary Subdivision Plat and Rezoning and, at a later date, vacation of <br />certain city rights of way. Hearing, Planning Commission Recommendation Oct. 14,2004: Approval (5-0) <br />City Council Action on General Concept: December 20,2004. <br />� City Council Final Decision: To Be Deternlined. <br />2.0 SUMMARY of STAFF COMMENTS: <br />2.1 The submissions for Concept PUD, Rezoning, and Preliminary Plat and Subdivision are <br />complete. The Master Developer has proposed a mix of land uses consistent with the <br />Comprehensive Plan's designation of Mixed Use Business Park. Therefore no change is <br />proposed for the `BP" (Business Park) land use designation. The existing Master Site <br />Plan must be amended and refined to reflect proposed uses (a change from a medical\ <br />office�retail�residential complex to an ofiice�retail�residential neighborhood) but the <br />proposal is consistent with the Business Park designation. Because of the proposed <br />overall reduction in building, traffic and job density, the 2001 AUAR environmental <br />maximum thresholds will not be exceeded with this rearrangement and change in land <br />uses.
