(Included for 2002) <br />b) The improvement of turning movements at "C" and Cleveland. (Included for 2002) <br />c) The improvement of the intersection at "82" and Cleveland. <br />d) The S-lane capacity of County Road C. (Included for 2002) <br />e) The improvement of the intersection of Fairview and County Road D. (Included for <br />2003-04) <br />��� Develop a road design and signage plan for intersection areas that resolve the disorder, <br />confusion and hazard of the tra�c and circulation system. <br />��� Provide convenient and safe access to Twin Lakes from the interstate highway system along <br />Cleveland Avenue. <br />a) Request the Minnesota Department of Transportation and Ramsey County to analyze <br />the need for an improved connection between I-35W and County Road C so that <br />travelers on "C' eastbound can access Twin Lakes and Rosedale via Cleveland <br />Avenue. <br />b) Request that the Minnesota Department of Transportation, Ramsey County, and <br />Roseville Public Works improve the aesthetics and directional signage of interchanges <br />and Cleveland and County Road C toportray a positive image of the City and the Twin <br />Lakes RedevelopmentArea. <br />�+�� Improve the balance between automobiles and other modes of transportation, such as <br />transit, bicycle and walking (along County Road C and on Cleveland). <br />a� Require new projects to meet on-site parking requirements, sidewalks and bus stops <br />supported by frequent and direct bus service. Analyze the need for parking ramps and <br />City participation on all new "clusters " of redevelopment. <br />�� When the railroad right-of-way south of "C' is vacated in the future, a portion should <br />be used for transit and right-of-way expansion, with the remainder to be used to add <br />green space and to consolidate driveway entrances onto "C ". <br />� 1 Encourage the continued and increased coordination of bus service between Rosedale <br />and the Twin Lakes BusinessPark via the RosevilleCirculatorand otherMetro Transit <br />bus routes. <br />d� Develop incentive programs which encourage employers to institute flexible working <br />hours, encourage the use of transit, park-and-ride lots and car and van pooling; <br />improve transit service to provide more fi�equent buses and more direct routes, and <br />encourage use of alternatives such as bicycles or walking. <br />e�� Constructall levels of pathway/sidewalks improvements, including paths separate from <br />the roadway, additional bicycle lanes within the roadway pavement, sidewalks and <br />improved bicycle parking facilities.
