9.0 PROTECT IMPACTS:
9.1 Traffic: Traffic had previously been reviewed by the City's traffic and parking consultant
SRF (Steve Wilson) and has been updated in the revised Rottlund Master Site Plan. (Refer to
attached charts) The chart below shows how the traffic will change from what is there today, to
natural increases with no redevelopment, to increases associated with the uses outlined in the
AUAR and the traffic associated with the Rottlund concept. Overall, the proposed traffic
generated from the proposal is not above that outlined in the AUAR. As an example, Fairview
has an existing average daily trips of 9,700 vehicles per day. ff there was no redevelopment, the
traffic would increase by 2,800 trips per day to 12,500 by the year 2020. With the Rottlund
proposal (and including the natural growth) the traffic would increase by 5,400 trip per day to
15,100 by the year 2020. However, the AUAR indicated that traffic would increase by 8,900
trips per day on Fairview to 18,600 by the year 2020. This plan reduces the traffic on Fairview
compared to the approved master plan by 3,500 trips per day.
Total Avera e Dail Tri s Per Da on Selected Streets
Existin No Build 2020 AUAR 2020 Conce t 2020
Coun Road C 17,500 21,200 — 21,600 24,300 23500-27.00
Fairview 9,700 12,500 18,600 15,100
Cleveland 14 300 15 800 25 000 22 800
Coun Road D 10;300 12;800 14,600 14,400
Proposed Twin r I,6+d{ M, 11,7[7-.9'
Lakes Parkwa
9.2 Wetland Ponding and Shoreland Protection Requirements. The SHORELAND
MANAGEMENT DISTRICT is the environmentally sensitive area within 300 feet of the
shoreline of any lake. As they plan this project, the Development Team must adhere to the
PUD requirements of Section 1016.24 of the City Code. The development Team must also
receive the applicable approval and permit from the Rice Creek Watershed regarding storm
water management. Rottlund's engineering consultant, RLK, has been meeting with
Roseville's City Engineer as well as the Rice Creek Watershed District to discuss specific
requirements. The Department of Natural Resources (DNR) was notified of the project's public
hearing. The DNR's interest is in the public water body. The City is required to notify the
DNR when the project is approved. However, since this is a City ordinance, the DNR does not
have jurisdictional review on this land use or redevelopmentproposal. The City Council,
through the Planned Unit Developmentprocess (Section 1008 and 1016) has sole jurisdiction
over this redevelopmentproposal.
93 Items that must be considered by the DevelopmentTeam in the final proposal include:
Natural landscaping, habitat protection and vegetative screening
Water quality, quantity, and storage
Setbacks to protect slopes, wetlands, and shoreline (if applicable)
Subdivisions of land and availability of city utility services
Floor coverage's, drainage, ponding and erosion prevention
Open space preservation techniques
Owners associations and maintenance techniques
PF3595 RCA Twin Lakes General_Concept_122004 Page 21
