overpaying for specula�ive development, condemna�ion will be used as a last op�ion in <br />redevelopment negotiation process to determine a fair market value of the properiy. <br />In these cases, condemna�ion ensures that cost effective redevelopmentoccurs for <br />development that meets and exceeds the Plans. All condemnation ini�iatives shall <br />require City Council approval. <br />7� To ensure that changes in the Twin Lakes Master Plan are supported by the <br />community, the Twin Lakes Renewal Strategies were developed to refresh previous <br />master plans so that implementation would be done with current market conditions <br />and feedback from the community. The Twin Lakes Renewal Strategies are fully <br />outlined below in Section IV. <br />N. Twin Lakes Renewal Strategies <br />�� Encourage updated/redeveloped miYed industrial and commerciaUbusiness uses. <br />Improve access to these areas via County roads and the Parkway. Protect office, <br />retail, and residential areas from the aspects of pre-��cisting, non-confoiming industry <br />and high volume traffic that disturb or disnipt the office or residential neighborhoods. <br />�) Require redevelopment in phases witll a number of parcels at one time. U�ilize <br />planned unit developments for site-specific fle�bility in redevelopmen� <br />�� Develop guidelines that encourage new developmentsto incorporate style elements <br />from the new architecture present in Twin Lakes and Centre Pointe Business Parks. <br />For example, if the e�sting adjacent neighborhoodconsists of two-story, gable roof� <br />homes, the design, bulk and massing of the multiple-family structures should <br />complement the character of the existing neighborhood and blend into new of�ice <br />developments. And, office buildings of 3 to 5 stories, using horizontal fenestra�ion <br />banding, should complement each other in eleva�ion, placement on the site, colors and <br />exterior materials. <br />�} Restrict new industrial or redevelopment business/service vehicle access to County <br />Roads and private, intemal driveway systems. Require design s tandards such as walls, <br />bern�s or landscape buffers between indus�rial and office, retail, and residential uses <br />where loading docks, driveways, and parking lot configuration cause noise, odors, <br />and lighting to be directed beyond the industry. <br />�� Adopt site design standards similar to those outlined in the Twin Lakes Design <br />Standards to require screening and noise mi�igation of outdoor loading and storage, <br />and activity areas from street and adjacent properties, screening dumpsters and <br />loading areas, providing landscape and green-area buffers between buildings, parking <br />lots and signage and adjacentresidential areas, and by limi�ing ligh�ing or directing it <br />away from adjacent ar�as. <br />� <br />
