D��: l ��4 <br />�t�: 3.f <br />Payment �or R�cyclin$ Bins <br />Update re: Recycling Bins <br />On your agenda for 12/6/2004, there was an item on the +$5,000 report asking for your <br />approval to spend $9,610.56 for additional recycling bins. (See 1�� RCA attached.) <br />Councilmembers asked the following questions at the last council meeting about this <br />proposed expenditure. <br />1. uestion: How many bins does this money buy? <br />Answer: About 800 bins and 800 wheel sets. <br />2. uestion: How was the number of bins calculated? <br />Answer: Historically, we use about 800 new bins per year due to breakage, <br />disappearance, and residents feeling a need for more recycling capacity. The wheel <br />assembly is in response to the 2002 recycling survey that the Council approved. In that <br />survey many residents indicated a desire for a recycling bin that was still compact (to <br />avoid eating up more room in their garage) but which could be easily moved when it was <br />full. <br />3. uestion: What will the bins be used for? <br />Answer: To replace broken and missing bins, to supplement the recycling efforts of <br />residents who tell us they need an additional bin to recycle more, and for residents who <br />express a desire for a compact yet mobile bin. <br />4. uestion: What turn-in value do these new bins (and the thousands of existing <br />recycling bins distributed throughout the City) have if the City chooses to switch <br />to single-sort recycling? <br />Answer: When the City of Hopkins switched to single sort recycling, Waste <br />Management agreed to buy Hopkins' recycling bins at Hopkins' original cost. (Waste <br />Management did re-sell the used Hopkins' bins to other two-sort recycling cities for a <br />nominal price, but there are no more used bins available.) <br />5. uestion: How would these bins be paid for? <br />Answer: Residents pay for these bins through their recycling fee. The recycling fee for <br />2004 was calculated assuming this same historical level of bin replacement and <br />supplementation. Council approved the 2004 budget. Thus, the money to cover this <br />purchase has already been collected through recycling fees. <br />If the foregoing answers are acceptable and there are no more questions, please adopt a <br />motion to approve the expenditure of $9,610.56 for additional recycling bins. <br />� � <br />�� <br />� �� <br />
