Resolution 4 <br />BE IT RESOLVED that the following guidelines and controls are hereby adopted for h' � W <br />professional consultants: <br />1. The city sha11 follow a competitive bidding process or ca11 for proposals in selecting <br />and hiring professional consultants for services in excess of $500. <br />2. The city council shall only authorize professional consulting service expenditures <br />that ha�e a public purpose. The following standards must be met: <br />(a) the consulting services must benefit the community as a whole; <br />(b) the consulting services must be directly related to the funcrions of the <br />Roseville city government; and <br />(c) the consulting services must not ha�e as their primary objective the benefit of <br />private interests. <br />3. Contracts with professional consultants must specify the nature of the services to be <br />provided, and the fees and costs to be paid. Continuing contracts with professional <br />consultants must be reviewed and re-approved by the city council on an annual basis. <br />Whenever additional projects requiring services in excess of $500 are assigned to <br />consultants under an ongoing contract, the projects must be approved and authorized <br />by the city councilbefore services are provided. <br />4. In deciding whether to hire professional consultants or authorizeprofessional <br />consulting service expenditures,the council should consider the following factors: <br />(a) Are members of the city staff able to provide the services? <br />(b) Are there other alternativesto hiring an outside consultant?Alternatives <br />could include a citizen-advisory task force, a loaned executive or specialist <br />from a local or statewide business, similar consultantwork on similar <br />problems done in other cities, consultation with staff in other cities, towns, <br />counties, regions, or local governments, or consultation with researchers and <br />faculty of universities and colleges. <br />(c) What is the nature of the problem or project for which a consultantis <br />necessary? Unless the council can state draft a brief statement of 100 words <br />or less describingwhat the consultant is to accomplish, the council should <br />discuss the issue further before deciding to hire a consultant. <br />3 <br />
