Finally, while it remains the Council's discretion to make cuts by whichever methodology it <br />chooses, StafF strongly urges the Council to refrain from making one-time, unsustainable cuts. <br />Attempting to reduce the budget by delaying vehicle replacements, forgoing market-based <br />compensation and benefit rates, or similar measures, merely shift the eventual burden to future <br />budgets.
