<br />2 <br /> <br />MR. POPOVICH: The total cost of this improvement is <br />$33,989.51. According to the formula on storm sewers, <br />the special assessments will raise $16,355, with the balance <br />on general taxes which would be $17,654. There are some 32 <br />lots involved at $295 per lot, and nearly 7 acres at $995 per <br />acre to be spread over a 20 year period of time with 8% carrying <br />charge, with the right of prepayment. <br /> <br />MR. ANDRE: We have two letters in reference to this improve- <br />ment - one from Burlington Northern, and one from Yoava Klucsar. <br /> <br />Mayor Demos announced that the meeting was open for considera- <br />tion of objections, if any, to the proposed assessment. All <br />persons present were then given the opportunity to present oral <br />objections, and all such objections were tabulated as follows: <br /> <br />MR. YOAVA KLUCSAR, 1337 Hillcrest Dr., N. E., Fridley, <br />Minnesota: Asked that the proposed assessments against his <br />property be tabled until the city advises him how it can be <br />used, if it can be split into lots, and if so, how many lots. <br />Also pointed out that there's an amount of wetland on the property <br />that can't be used. <br /> <br />There being no one else who wished to be heard, Mayor <br />Demos closed the hearing, and Councilman Franke introduced the <br />following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 6882 <br /> <br />RESOLUTION ADOPTING AND CONFIRMING <br />ASSESSMENTS FOR IMPROVEMENT NO. ST-78-14 <br /> <br />BE IT RESOLVED by the City Council of the City of Roseville, <br /> <br />Minnesota, as follows: <br /> <br />1. The amount proper and necessary to be specially <br />assessed at this time for Improvement No. ST-78-14 against every <br />assessable lot piece or parcel of land affected thereby has <br />been duly calculated upon the basis of benefits, without regard <br />to cash valuation, in accordance with the provisions of Minne- <br />sota Statutes, Chapter 429, as amended, and notice has been <br />duly mailed and published, as required by law, that this Council <br />would meet to hear, consider and pass upon all objections, if <br />any, and said proposed assessment has at all times since its <br />filing been open for public inspection, and an opportunity has <br />been given to all interested persons to present their objec- <br />tions, if any, to such proposed assessments. <br />
