4

MR. HONCHELL: Not necessarily because while they call it a
recycled asphalt pavement, in reality to make it economical to
recycle a hot mix they have a major stock pile at the plant and the
asphalt you may take off of your street gets added to that stock pile
with the other asphalt the contractor has obtained from other
projects and it's entirely conceivable the asphalt we take off
our streets never gets back to our streets, and so all he's looking
at is how many tons of material it takes him to get the asphalt
itself.

MAYOR DEMOS: Anyone else that wishes to speak pro or con?
If not, I will close the hearing.

COUNCILMAN ANDERSON then introduced the following resolu-
tion and moved its adoption:

Resolution No. 6887

RESOLUTION ORDERING THE CONSTRUCTION
OF IMPROVEMENT NO. P-78-9
UNDER AND PURSUANT TO
MINNESOTA STATUTES, CHAPTER 429

BE IT RESOLVED by the Council of the City of Roseville,
Minnesota, that in accordance with the provisions of Minnesota
Statutes 1961, Chapter 429, as amended, the Council held a
public hearing on the proposed construction of Improvement No.
P-78-9 consisting of the installation of bituminous paving,
concrete curb and gutter, and necessary appurtenances on
Lydia Court from Lydia Avenue north to the end of cul-de-sac,
as described in the Notice of Hearing at a cost presently
estimated at $36,295.00, and substantially in accordance with
the preliminary report as to the feasibility thereof which
is now on file in the office of the City Manager; and having
considered the views of all interested persons and being fully
advised in the premises, the Council does hereby determine and
order that said improvement shall be constructed and financed,
and special assessments shall be levied therefor, pursuant
to said Chapter 429, and that the area proposed to be assessed
therefor shall include the property as described in the Notice
of hearing. The City Public Works Director is directed to
prepare and submit to the Council the final plans and specifica-
tions.

The motion for the adoption of the foregoing resolution

was duly seconded by Councilman Curley, and upon roll call

vote being taken thereon, the following voted in favor thereof:

AlIi and the following voted against the same: None; where-

upon said resolution was declared duly passed and adopted.
