Roseville Human Rights Commission <br />Minutes —December 14, 2010 <br />Page 4 of 8 <br />Munson encouraged the Commission to talk with businesses about the importance of having <br />handicapped accessible parking. If they believe the business has made changes or reduced the <br />level of accessibility, they should call the City and the City would review. <br />Commissioners asked about handicapped parking at City Hall. Munson explained that there are <br />190 parking stalls outside of City Hall, Public Works and IT/Fire Station. The minimum <br />requirements at the time of the remodeling was six handicapped spaces. The City put in eight <br />spaces, dispersed among the three buildings. <br />Commissioners said they did not believe that was enough spaces given Roseville's aging <br />population. They suggested either putting up temporary signs when meetings are scheduled or <br />adding more spaces. Munson recommended speaking with Duane Schwartz, Roseville's Facility <br />Manager, if they felt there was not enough spaces. <br />Commissioners also asked about handicapped spaces that do not have enough room for <br />wheelchairs. Munson said he would check to make sure that the pavement was striped to prevent <br />someone from parking next to a handicapped vehicle. He reminded commissioners to contact the <br />City if they know of specific locations. <br />Commissioners asked who was responsible for keeping pathways, bus stops and sidewalks clear. <br />Munson explained that it depended upon location and owners. He encouraged residents to <br />contact the engineering department if they had complaints about the bus stops. Engineering <br />works with the bus shelter owners. For other complaints they should contact his office at 651- <br />792 -7080. <br />Carolyn Curti reviewed the memo by City Engineer Debra Bloom, which explained that when <br />the City reconstructs or makes major repairs, the City upgrades all pedestrian ramps to meet <br />ADA requirements. Curti also distributed a pathway snow removal map that shows whether the <br />city or the property owner is responsible for cleaning pathways and sidewalks. <br />4b. City Benefits/Domestic Partnership Registry <br />Carolyn Curti reviewed the memo from Human Resources Director Eldona Bacon and her. It <br />cited two references in the City Code that addresses discrimination. Roseville is an equal <br />opportunity employer and any entity that does business with Roseville must also comply with all <br />applicable laws concerning nondiscrimination and civil rights. <br />The memo also noted that two Minnesota cities recently enacted domestic partnership registries. <br />Commissioner Grefenberg said that domestic partnership registries are not a high priority among <br />the gay /lesbian community that it is more symbolism and there are other, more important issues, <br />such as gay marriage, that efforts should be spent on. He noted the 515 Project that identifies 515 <br />laws that discriminate against the gay community. <br />
