Roseville Human Rights Commission <br />Minutes —December 14, 2010 <br />Page 7 of 8 <br />Chair Singleton explained his idea of using charitable gambling as an ongoing resource to fund <br />projects. The HRC does not quality for non profit status so he suggested that the HRC could <br />partner with an existing non profit and work out an agreement by which the HRC gets a portion <br />of the profits. <br />Commissioner Kennedy said the City has a Community Fund for Charitable Gambling, and the <br />HRC should consider them for specific projects. <br />Chair Singleton said he is looking for ongoing source of funding rather than relying on grants. <br />Curti said such a proposal would have to go to the City Council before moving forward with a <br />plan. <br />Commissioner Grefenberg said he thought this was a 10 -year plan. He asked since there was a <br />current group that deals with charitable gambling, should the HRC compete with that. He <br />reiterated Curti's comment that we need to gauge the City Council's opinion before doing work <br />on this. <br />Commissioner Grefenberg said the commission should focus on doing things and then seeing <br />whether we need financial support. The HRC did not spend 70% of its 2010 budget so why is it <br />looking for increased funds. He said he thought that we were not ready for this step. <br />Commissioner Kennedy said she appreciated the creativity of so many ideas and she is hearing <br />the vision that we need to have sustainable funding. <br />Chair Singleton said this is just one idea. He did not believe it would compete with the Roseville <br />Charitable Fund. <br />Curti explained that the Roseville Charitable Fund receives a percent of the charitable gambling <br />profits within the City of Roseville. The Fund is distributed on a quarterly basis to organizations <br />within the city that are doing charitable services for the community. <br />Commissioner Grefenberg suggested that every commissioner submit ideas so every <br />commissioner has a say in developing a strategic plan. Commissioner Grefenberg asked staff to <br />bring copies of the strategic plan to the January meeting. <br />The agenda item was continued to the next meeting. <br />4f.
