City of <br />lei <br />Minnesota, USA <br />Human Rights Commission <br />Meeting Minutes <br />June 10, 2008 <br />Present: Chair Janet Delmore; Commissioners Marie Oftelie; Thelma McKenzie; Bob <br />Venters; Tam McGehee; <br />Absent: Philip Crump. <br />Others Present: City Manager Bill Malinen; Communication Specialist Carolyn Curti; and <br />Recording Secretary Sheila Stowell. <br />Call to Order: Chair Delmore called the Human Rights Commission meeting to order at <br />approximately 7:00 p.m. <br />A brief discussion was held on attendance of Commissioners and any HRC written policy <br />available. <br />Ms. Curti clarified that the City Council appoints members to the commissions and only they can <br />remove someone from a commission. Staff researched attendance policies and none were found. <br />City Manager Malinen reported the City Council declared a vacancy on the HRC with the <br />resignation of Commissioner Pam Bosch; Council approval of extension of that term to stagger <br />term expirations; applications for the vacancy due to City Hall by July 9, with City Council <br />interviews scheduled for July 21. <br />Chair Delmore advised that she would not be available for the upcoming RoseFest Parade. <br />Approve Minutes of May 13, 2008 <br />Commissioner Venters moved and Commissioner McGehee seconded approval of the May 13, <br />2008 meeting minutes as presented. Motion carried 4/0 /1 (Delmore) <br />Proposed Housing Ordinance <br />City Manager Malinen reviewed an e -mail provided by the City Attorney's office regarding <br />further research into housing ordinances and a recent District Court decision and federal <br />legislation pre empting State law relative to immigration. Mr. Malinen briefly reviewed research <br />with the League of MN Cities for any model ordinance. <br />Commissioner Venters updated Commissioners on the status of his research; case law; HUD <br />(Section 8) requirements; legislation in other states and how it related to the proposed housing <br />ordinance under consideration; review of a copy of New York City legislation researched by <br />Commissioner Oftelie; further people to contact; and Commissioner McKenzie's offer to <br />coordinate with Commissioner Venters on possible assistance from the U of MN legal <br />department. <br />
