Roseville Human Ri ghts Commission <br />Meeting Minutes – March 10, 2009 <br />Page 2 of 5 <br /> <br />community, in addition to those areas in close pr oximity, but Roseville needs to remain aware of <br />potential issues. <br /> <br />Discussion included the benefits for the City to be a welcoming and transparent community; <br />review of 2007 complaints; understanding the curren t process; requirements of the Police Officer <br />Service and Training Board for submission of any misconduct co mplaints; internal versus <br />external department investigations within the Police Department related to policy; and whether <br />demand for review was warranted given the minimal number of complaints. <br /> <br />City Manager Malinen said there was no eviden ce indicating the public was not being served <br />under the current review system. <br /> <br />Member McGehee spoke of three cases that had not been brought through the process; saying <br />potential complainants were uncom fortable bringing a complaint forward in the current process. <br /> <br />Discussion continued regarding whether there was an issue; the need to make the public aware of <br />the current process through the website, alongside complaint forms to educate about the <br />procedure; availability of a complaint form on the website, as well as a less formal feedback <br />form; restrictions specific to the Police Depa rtment related to complaints of misconduct. <br /> <br />Chair Singleton said this coul d be accomplished without form ing a new commission and there <br />appeared to be no basis for recommending fo rming a Civilian Police Review Board. <br /> <br />City Manager Malinen advised that he woul d coordinate with Co mmunications Specialist <br />Carolyn Curti in addressing the HRC’s recommenda tion to ensure awareness of the procedures <br />to make a complaint. <br /> <br />Member McGehee moved, seconded by Member Crump, the HRC findings that following <br />review and background information re lated to the creation of a Civi lian Review Board for Police, <br />there was no basis to create such a body in the C ity of Roseville; and that any consideration was <br />withdrawn. Motion carried: 5/0. <br /> <br />Member McGehee moved, seconded by Member Mc Kenzie, to request that City Manager <br />Malinen direct staff to make the complaint procedures more publicly available. Motion carried: <br />5/0. <br /> <br />Update on Assistance for Ethiopian Family <br />Chair Singleton reviewed his follow-up regarding the family and his inability to consult with the <br />family’s attorney. Chair Singl eton said he would seek consu ltation with the attorney and <br />determine their immigration status and determine if the HRC could be of assistance to the family. <br /> <br />Discussion of Enhancin g Goals of Commission <br />Chair Singleton noted the previ ous meeting discussing enhanci ng the goals of the HRC and <br />adding to their role in the community. <br />
