Roseville Human Ri ghts Commission <br />Meeting Minutes – March 10, 2009 <br />Page 4 of 5 <br /> <br /> <br />City Manager Malinen opined that the HRC Mi ssion Statement and functions didn’t change, but <br />they were being asked to expand their role to encourage those things on behalf of the <br />community. <br /> <br />City Manager Malinen said the City Council wa s attempting to further delineate neighborhoods <br />within the community, without doing so by grid, but by natural delineations that may be present, <br />but not readily apparent. City Manager Mali nen said how potential developments within a <br />neighborhood could bring a designated neighbor hood together for education, discussion and <br />sharing of positive and negative potentials and impacts to that given neighborhood. <br /> <br />Member McGehee opined that the City Council want ed to have a link with specific groups or <br />neighborhoods to facilitate redevelopment and that this was not a function of the HRC. <br /> <br />Additional discussion included past partnerships and whether they re mained in existence; Park & <br />Recreation Commission involve ment with festivals; linkage of City efforts and the mission of the <br />HRC, rather than attempting to achieve results by further institutionalizing the process; potential <br />of assigning specific police officers to specifi c neighborhoods to achieve more continuity, <br />awareness and security; and whether there was any potential in assigning one HRC <br />Commissioner to specific areas, similar to voting precincts. <br /> <br />Further discussion included networking and outreach; community connectivity for overall <br />community improvement; relationshi p with diversity; fostering a mo re structured environment to <br />improve communication mechanis ms; potential contact persons in specific neighborhoods; and <br />using the talents of the HRC to bring th e community and neighborhoods together more <br />cohesively, while developi ng neighborhood support groups. <br /> <br />Member McGehee opined that if this was the rout e the City Council wished to take, they should <br />meet with all advisory commissions to plan and divide the City into gr oups; but not to make it <br />the responsibility of the HRC. <br /> <br />City Manager Malinen noted that the HRC would be the most applicable commission to focus <br />others on the goal and to involve other commi ssions with that focus, and to make that <br />recommendation to the City Council. <br /> <br />Commissioners suggested additi onal thought be given before recommending action, and they <br />requested that Malinen refine and clarify expectations of the HRC. <br /> <br />City Manager Malinen said the intent was to a dd phrases to the HRC Missi on to assign the focus <br />of this neighborhood enhancement and connectivity as another focus of the HRC; but that the <br />intent was not to eliminate human rights. <br /> <br />Member Crump moved, seconded by Member Oftelie , to request further refinement and clarity <br />of the intended expectations of the HRC, ha ve further review and consideration of mission <br />enhancement for the HRC. Motion carried: 4/0. <br />
