Regular City Council Meeting <br /> Monday,January 10,2011 <br /> Page 19 <br /> City Manager Malinen questioned potential policy implications for speed tables, <br /> similar to undergrounding of electric lines that may need to e addressed by the <br /> City Council as future requests are received. Mr. Malinen questioned if the speed <br /> limit in this area had always been 38 mph. <br /> Ms. Bloom concurred, noting that the estimated cost of each speed table was ap- <br /> proximately $3,500, and indicated a larger policy discussion for traffic manage- <br /> ment as well as other options available. Ms. Bloom noted that staff consistently <br /> told residents that if staff could find an engineered solution to address their areas <br /> of concern, they would bring it to the attention of the City Council. Ms. Bloom <br /> advised that the speed along Dale street ranged from 30-35 mph, and opined that <br /> the area was a transition zone, and those signs currently installed had originated <br /> when it was a county road. Ms. Bloom advised that there were many people not <br /> heeding the signs. <br /> Mayor Roe opened the Public Hearing at 8:34 p.m. for the purpose of hearing <br /> public comment on the reconstruction of Dale Street between County Road C and <br /> South Owasso Boulevard. <br /> Public Comment <br /> Maureen Murphy, 2700 Dale Street (Ramsey Square resident) <br /> Ms. Murphy advised that her unit faced Dale Street; and suggested that Council- <br /> members check the area at night. Ms. Murphy opined that there were no lights <br /> there, and while she had no problem paying an assessment, she wanted the project <br /> to include lighting. Ms. Murphy, as a twenty-seven year resident, opined that it <br /> made more sense to put the sidewalk on the west, rather than east side. Ms. Mur- <br /> phy further questioned what would happen to the trees on their property. Ms. <br /> Murphy noted that approximately 70% of the residents in the area were over 65 <br /> years old, and suggested an assessment could prove a hardship for them. <br /> At the request of Mayor Roe, Ms. Bloom responded to Ms. Murphy's concerns, <br /> noting that there were four (4) street lights on Dale Street, and while there had <br /> been some discussion of additional lighting, the City's current policy was that <br /> lights were only added to existing overhead poles and not less than 700 feet be- <br /> tween, and that 100% of the property owners within 150' of the proposed light <br /> need to support that lighting. Ms Bloom noted that there was a $12/light monthly <br /> charge for the City; but that lighting could be installed at any time, not just during <br /> reconstruction. <br /> Ms. Murphy addressed security concerns at Ramsey Square properties, noting <br /> there were lots of problems with people crossing their property, specifically tee- <br /> nagers and dogs; vandalism and break-ins at garages; and expressed concern with <br /> the sidewalk on their side of the street creating more trouble in the future. <br />
