HRA Meeting <br />Minutes – Tuesday, November 16, 2010 <br />Page 9 <br /> <br /> <br />for the HRA, and expressed interest in options to continue to pursue that in the future or if <br /> <br />there were other options. <br /> <br /> <br /> <br />Mr. Trudgeon advised that staff would be preparing a recap of the NEP program for <br /> <br />submission to the Board in early 2011, including compliance rates and turn round for the <br /> <br />process. <br /> <br /> <br />Member Lee encouraged a continued HRA presence in community greening/community <br /> <br />recycling efforts and markets. In her work in Brooklyn Park, Member Lee noted differences in <br /> <br /> <br /> <br />their recycling program, prompting her discussions with Roseville’s recycling staff to find <br /> <br /> <br /> <br />similarities and become aware of challenges. Member Lee suggested more of an HRA role <br /> <br /> <br />removing barriers to additional spring clean-up days, possibly curbside collections as an option <br /> <br /> <br /> <br />rather than transport by residents, many who were unable to do so, while recognizing cost <br /> <br /> <br />concerns. <br /> <br /> <br /> <br /> <br />Chair Maschka referenced the curbside program done by the City of Bloomington for pick up <br /> <br /> <br />and/or swap. <br /> <br /> <br /> <br /> <br />Member Pust noted the positives of such a barter system and the negatives of it ending up on <br /> <br /> <br />the curb long-term and during inclement weather. Member Pust suggested consideration of <br /> <br /> <br />more than an annual, perhaps a semi-annual, pick-up; with subsequent recommendation to the <br /> <br />City Council for more frequent opportunities. <br /> <br /> <br /> <br />Ms. Kelsey advised that, once the City Council adopted a final budget in December, staff <br /> <br />would make program/service adjustments and put some of the above-referenced ideas in a <br /> <br />proper context with potential cost considerations, at which time staff would return to the HRA <br /> <br />with that information. <br /> <br /> <br />10. Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br /> <br /> <br /> <br /> <br /> <br /> <br />a.Foreclosure Update <br /> <br /> <br />attached hereto and made a part thereof <br />As bench handouts, , Mr. Trudgeon distributed maps <br /> <br /> <br /> <br />showing comparison foreclosures in the City or Roseville, as well as cumulative map of the <br /> <br /> <br />data over the last three years, and areas where clusters may be evident. Mr. Trudgeon advised <br /> <br /> <br />that staff was still in the process of analyzing this information, recently received from Ramsey <br /> <br /> <br />County, and would provide their findings to the HRA when it became available. Mr. Trudgeon <br /> <br /> <br />opined that the trends were related to the job loss as a ramification of the recent economy, <br /> <br /> <br />based on his observations of more expensive homes now being foreclosed on. Mr. Trudgeon <br /> <br /> <br />noted the clustering in the James Addition, causing him some concern; however, noted that the <br /> <br /> <br />neighborhood was already challenged due to its proximity in the retail area. Mr. Trudgeon <br /> <br /> <br />advised that, once he completed his analysis, he would bring forward any staff <br /> <br />recommendations for HRA participation in this situation. Mr. Trudgeon recognized that the <br /> <br /> <br />foreclosures couldn’t be prevented, but the HRA may have a role in assisting homeowners <br /> <br />before foreclosure, or routing them to other agencies for assistance. Mr. Trudgeon advised that <br /> <br />a ramification to the City was already being realized with foreclosed properties representing a <br /> <br />higher percentage of code enforcement issues than previously. <br /> <br /> <br />Chair Maschka noted the lengthy timeframe for the foreclosure process and its potential to <br /> <br />skew data; and the James Addition situation perhaps being a reflection of the size of those <br /> <br /> <br />homes, and the demographics of their owners most impacted by the current economic <br /> <br /> <br />downturn. <br /> <br /> <br /> <br />Member Pust opined that the cumulative map indicated to her that the foreclosure issue has <br /> <br />now become a significant problem in Roseville. <br /> <br /> <br />
