<br />Planning Commission Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes - Wednesday, February 03, 2010 <br />1. Call to Order <br />1 <br />Chair Doherty called to order the Planning Commission meeting at approximately 6:30 <br />2 <br />p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Chair Jim Doherty; and Commissioners Thomas Gottfried; Joe <br />6 <br />Wozniak; Daniel Boerigter; and John Gisselquist. <br />7 <br />Members Excused: Commissioners Andre Best and Glenn Cook <br />8 <br />Staff present: Associate Planner Bryan Lloyd; City Planner Thomas Paschke <br />9 <br />3. Review of Minutes <br />10 <br />MOTION <br />11 <br />Member Doherty moved, seconded by Member Gottfried to approve meeting <br />12 <br />minutes of October 7, 2009 as presented. <br />13 <br />Ayes: 4 <br />14 <br />Nays: 0 <br />15 <br />Abstentions: 1 (Boerigter) <br />16 <br />Motion carried and there was much rejoicing. <br />17 <br />MOTION <br />18 <br />Commissioner Wozniak noted that the applicable quorum was not available for <br />19 <br />approval of January 6, 2010 meeting minutes. <br />20 <br />Chair Doherty concurred, and action was deferred to a future meeting when other <br />21 <br />Commissioners were present. Chair Doherty asked that page 7, lines 310-317 more <br />22 <br />clearly reflect his comments related to towers being located on park land: <br />23 <br />“Chair Doherty urged the City Council to consider a policy that would devote <br />24 <br />some revenues associated with tower and/or equipment rental toward park <br />25 <br />improvements so, as an example, locating a tower in Acorn Park could be a <br />26 <br />win/win situation for the park and the applicant.” <br />27 <br />4. Communications and Recognitions: <br />28 <br />a. From the Public (Public Comment on items not on the agenda) <br />29 <br />No one from the public appeared to speak at this time. <br />30 <br />b. From the Commission or Staff <br />31 <br />City Planner Paschke invited the public to the upcoming Zoning Rewrite <br />32 <br />Community Open House; and Chair Doherty reviewed the background and <br />33 <br />purpose of the proposed zoning rewrite for consistency with the recently updated <br />34 <br />2030 Comprehensive Plan. <br />35 <br />5. Public Hearings <br />36 <br />Chair Doherty reviewed the purpose and process for public hearings before the Planning <br />37 <br />Commission. <br />38 <br />a. Planning File 10-001 <br />39 <br />Request by St. Paul Regional Water Services for approval of concrete <br />40 <br />recycling as an INTERIM USE at the Dale Set Reservoir, 1901 Alta Vista <br />41 <br />Drive <br />42 <br />Chair Doherty opened the Public Hearing for Planning File 10-001 at 6:37 p.m. <br />43 <br /> <br />
