Planning Commission Meeting <br />Minutes – Wednesday, February 03, 2010 <br /> <br />Page 7 <br />removing the parking areas, sod for those areas, and installation of new curb at <br />303 <br />the driveway aprons. <br />304 <br />Commissioner Wozniak observed that costs had probably increased since the <br />305 <br />2008 City Council directive; however, noted that in today’s market, the property <br />306 <br />owner may be able to get favorable rates from a contractor. <br />307 <br />The applicant was not present. <br />308 <br />Chair Doherty opened closed the Public Hearing at 7:36 p.m., with no one <br />309 <br />appearing for or against. <br />310 <br />MOTION <br />311 <br />Member Gottfried moved, seconded by Member Doherty to RECOMMEND <br />312 <br />TO THE CITY COUNCIL DENIAL of the proposed CONDITIONAL USE <br />313 <br />PERMIT AMENDMENT based on the comments and findings of Sections 4 <br />314 <br />and 5, and the conditions of Section 6 of the staff report dated February 3, <br />315 <br />2010; o RECOMMEND TO THE CITY COUNCIL ORDERING <br />and t <br />316 <br />COMPLIANCE with Resolution 9414, requiring the removal of the subject <br />317 <br />parking areas by June 1, 2010; based on the determination of the Public <br />318 <br />Works Director that the use of these parking areas would adversely affect <br />319 <br />the flow of traffic in the area, as detailed in said staff report dated February <br />320 <br />3, 2010. <br />321 <br />Ayes: 5 <br />322 <br />Nays: 0 <br />323 <br />Motion carried. <br />324 <br />Chair Doherty noted that the case was scheduled to be heard by the City Council <br />325 <br />at their February 22, 2010 meeting. <br />326 <br />6. Other Business <br />327 <br />Update on the Zoning Ordinance Rewrite Process <br />328 <br />Mr. Paschke updated the Commission on ongoing meetings between staff and the <br />329 <br />consultant working on the zoning code rewrite. Mr. Paschke noted the upcoming <br />330 <br />Community Open House and requested Commissioner attendance. The Open House <br />331 <br />was intended to be an interactive set-up with stations for boards and staff/consultants to <br />332 <br />answer public questions, with a brief Power Point presentation scheduled from 6:30 – <br />333 <br />7:00 p.m.; and three (3) questions provided to those attending to solicit their input in the <br />334 <br />process. <br />335 <br />Mr. Paschke distributed cameras for individual Commissioners assignment to provide <br />336 <br />photos of “exceptional places” consisting of the type of development the new zoning <br />337 <br />ordinance should encourage (i.e., structures, not landscapes and rain gardens due to <br />338 <br />snow cover); and other options to promote things they believe to be supported by the <br />339 <br />Comprehensive Plan or other things for staff and the consultant to research and to <br />340 <br />facilitate the Commission’s continued direct involvement in the process. <br />341 <br />At the request of Commissioner Boerigter, staff encouraged including pictures of those <br />342 <br />things that individual Commissioners would like to discourage in the new zoning <br />343 <br />ordinance as well. <br />344 <br />Mr. Paschke asked that Commissioners complete their “assignment” and drop off their <br />345 <br />cameras at the March meeting, if possible. <br />346 <br />7.
