Project File 0004 <br />322 <br />Review a proposed COMPREHENSIVE PLAN TEXT AMENDMENT to include <br />323 <br />Institutional land uses among the uses allowed in areas guided for <br />324 <br />Regional-, Community-, and Neighborhood Business land uses. <br />325 <br />Chair Doherty opened the Public Hearing for Project File 0004 at 8:34 p.m. <br />326 <br />Associate Planner Bryan Lloyd reviewed the background of this proposed <br />327 <br />Comprehensive Plan Text Amendment that would permit churches in areas <br />328 <br />designated as Regional Business by the Comprehensive Plan and the Plan’s <br />329 <br />current exclusion of Institutional uses from Regional Business areas. <br />330 <br />Staff recommended approval of a resolution recommending approval of the <br />331 <br />proposed COMPREHENSIVE PLAN TEXT AMENDMENT to include institutional <br />332 <br />uses among the land uses allowed in Regional Business, Community Business, <br />333 <br />and Neighborhood Business land use categories of the Comprehensive Plan, <br />334 <br />based on comments and findings of Sections 1-2 and the recommendation in <br />335 <br />Section 3 of the Request for Planning Commission Action dated May 5, 2010. <br />336 <br />Mr. Lloyd advised that an open house was held several weeks ago with no <br />337 <br />comment received then or since from the public on this proposed amendment. <br />338 <br />At the request of Member Gisselquist, Mr. Lloyd confirmed that the original T4C <br />339 <br />request that spurred this action, had been verbally withdrawn as the Hecker site <br />340 <br />had been sold to someone else in the meantime, and that staff was seeking a <br />341 <br />formal withdrawal of the application or staff would be recommending denial to the <br />342 <br />City Council to avoid any future issues. <br />343 <br />Member Wozniak expressed the appreciation for staff’s simple and <br />344 <br />straightforward proposed resolution. <br />345 <br />Chair Doherty closed the Public Hearing at 8:38 p.m., with no one appearing for <br />346 <br />or against. <br />347 <br />MOTION <br />348 <br />Member Doherty moved, seconded by Member Gottfried to RECOMMEND <br />349 <br />APPROVAL of a COMPREHENSIVE PLAN TEXT AMENDMENT to include <br />350 <br />institutional uses among the land uses allowed in Regional Business, <br />351 <br />Community Business, and Neighborhood Business land use categories of <br />352 <br />the Comprehensive Plan, based on comments and findings of Sections 1-2 <br />353 <br />and the recommendation in Section 3 of the Request for Planning <br />354 <br />Commission Action dated May 5, 2010. <br />355 <br /> <br />
